D2 Government Solutions is seeking a full-time qualified Analyst, Operations III (Senior) - Program & Project Management Support at our San Diego location.

Responsibilities:

  • Lead complex program/project management support efforts spanning planning, execution, monitoring, and control to meet cost, schedule, and performance objectives.
  • Develop and institutionalize competency policies, processes, instructions, and digital engineering launchpad synchronization, champion continuous improvement and standardization.
    Oversee business intelligence and data analytics products- -define measures, build advanced dashboards/scorecards, and brief insights to leadership/IPTs.
  • Serve as primary facilitator for IPTs, risk/issue boards, schedule integration, and cross-competency coordination; prepare senior-level briefings and decision materials.
  • Guide acquisition lifecycle strategy and documentation; support cost estimates, staffing plans, and schedule baselines; ensure alignment to NAVWAR/NAVSEA governance.
  • Provide oversight and QA for SharePoint/Power Platform solutions, Navy ERP (SAP PS) structures, and eCRAFT labor/financial reporting; enforce configuration and data integrity.
  • Mentor junior/mid-level analysts; enforce data protection, OPSEC, CUI handling, and procurement of integrity requirements.

Qualifications:

  • Bachelor's degree in a relevant field (business, engineering, IT, or related).
  • Minimum of 10 years of related experience supporting DoD/Navy program and project management (per Desired Qualifications Attachment).
  • Demonstrated leadership in developing acquisition/program documentation, cost/schedule baselines, risk management, BI/analytics, and process governance.
  • Expert proficiency in Microsoft 365, Teams, SharePoint, and the Power Platform; experience with Power BI data models and DAX preferred.
  • Working knowledge of Navy ERP (SAP PS), eCRAFT, and NAVWAR processes; familiarity with FAR/DFARS and services contracting practices.
  • Desired: PMP, DAWIA/Defense Acquisition credentials, or similar certifications; Lean/Agile or CMMI process improvement experience.
  • SECRET CLEARANCE required
