Incumbents assist architects, contractors and the public in accepting, processing, and tracking applications for building permits; calculating and collecting permit fees; providing General Plan and zoning information; accepting development applications; and issuing administrative over-the-counter permits. This classification is distinguished from the next higher classification of Senior Development Services Technician by the level of responsibility assumed, complexity of duties assigned, independence of action taken, and provision of lead direction to other technical staff. This position is distinguished from the Zoning Technician and Development Services Technician II position in that it includes both the zoning and building permit function. Performs other duties as assigned.Essential FunctionsAssists the general public at the front counter, in writing or by phone regarding building and development review/permit requirements, including but not limited to General Plan and zoning information, impact, in-lieu, permit and plan check fees, plan review and plan check filing procedures and processing, and permit status.Accepts building permit and development review applications;Reviews applications for completenessEnters permit data into an automated database.Routes plans to other City departments and/or outside agencies for review and tracks plan review process.Compiles zoning and planning related data as directed by professional-level planning staff.Prepares various reports.Reviews minor applications for conformance with ordinances and department's standards, policies and guidelines.Reviews applications for modifications in land use, zoning, setbacks or other planning requirements such as compliance with previously approved conditions of approval.Calculates various fees, prepares fee estimates and applies fees to permits or other development review billings.Approves and issues administrative over-the-counter permits.Creates and maintains informational flyers and brochures.Coordinates with GIS staff in maintaining the address database.Composes correspondence.Builds and maintains positive working relationships with co-workers, other City employees and the public using principles of good customer service.Marginal FunctionsSchedules inspections.Researches and responds to public inquiries, including research of permitting records.Prepares maps and exhibits for Planning Commission meetings.Tracks and produces digital photos.Schedules, sets up and attends commission, committee and/or applicant meetings.Other duties as assigned.Minimum QualificationsKnowledge, Skills and AbilitiesKnowledge of: Principles and practices of plan checking; policies and procedures of fees assessment; principles and practices of customer service; English usage, spelling, grammar, and punctuation; modern office methods, procedures, computer equipment, and computer software applicable to assignment.Skill in: Using a personal computer and software relative to this classification; interpreting, implementing and explaining rules, regulations, policies and procedures; researching data pertinent to the permit process; handling multiple priorities and organizing workload; administrative support and clerical duties.Ability to: On a continuous basis, sit at a desk and/or stand at a front counter for long period of time; intermittently twist and reach office equipment; write and use keyboard to communicate through written means; read and interpret documents and plans; learn and apply various state and local laws, codes, ordinances and regulations applying to both zoning and building; operate standard office equipment; use initiative and sound independent judgment within established guidelines; communicate clearly and concisely, both orally and in writing; establish and maintain effective working relationships with those contacted in the course of work; work with various cultural and ethnic groups in a tactful and effective manner.Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position.Education/ExperienceAny combination of education and experience that demonstrates possession of and competency in the requisite knowledge, skills and abilities would be qualifying. A typical qualifying background would include: graduation from High School or equivalent plus additional college coursework in the field of public planning, architecture, construction technology or related subjects, and two years of experience in the permit technician field, preferably with a public agency. Licenses/Certificates/Special RequirementsPossession of a valid Class C California Driver's License. Failure to possess, obtain or maintain these driver's licenses and a satisfactory driving record as determined by the City shall result in termination of employment.
