Program Summary

KBR maintains and manages Army prepositioned stocks at the Army Field Support Battalion - Charleston (AFSBn-CHS) land site and aboard ship to include all logistics and maintenance operations. The KBR APS-3 Program is managed and executed at Goose Creek in support of the Army's power projection doctrine and resources. The contract provides maintenance of APS-3 stocks (Class II, IIIP, IV, VII, IX) to ensure that unit sets stored aboard marine vessels are configured and maintained at optimal readiness. KBR provides limited maintenance and supply support aboard ship to ensure that equipment sets are maintained in a ready condition for emergency download and issue to operating units at the direction of the US Army. KBR also provides maintenance services and logistical support for other Army programs, IAW individual scope of work contract requirements.

Job Summary

Maintain an Environmental Management Program that includes an Environmental Management Plan. The Environmental Management Plan will include: environmental compliance, pollution prevention, and management initiatives into all aspects of contract performance. In addition, a Hazardous Waste Management Plan that addresses best management practices, improved procurement practices and improved inventory control, recycling and reusing of material whenever it is economically feasible or as prescribed by the Joint Base Quality Recycling Plan. The Environmental Management Plan will comply with all applicable Federal, State and Local environmental regulations and instructions to include local command policies and procedures.

Roles and Responsibilities

  • Performs a variety of health, safety and environmental related activities, typically at a single field location
  • Supervises and provides technical guidance to HAZWASTE Staff required to store, process and dispose of hazardous and non-hazardous material IAW local command and federal agency policies, procedures, regulations, standards, etc.
  • Coordinates with AFSBn-CHS Risk Management Staff and Joint Base Environmental Staff for assistance, guidance, coordination, etc. as required to support day-to-day operations.
  • Participates in, attends Joint Base Environmental Committee meetings, gleans and shares lessons learned and best practices; makes presentation to the Committee, highlighting KBR Environmental Program performance and requests for specific support to include acquisition of P2 funding; Cross Functional Team
  • Enforce and maintain Environmental Management System and procedures IAW local Quality Management System. Perform required audits and environmental inspection of KBR work sites and operations which include emissions, waste water, storm water, pollution prevention, etc. Conduct trend analysis, develop reports, distribute to leadership, AFSBn-CHS, Joint Base; revise procedures for program improvements and compliance. Conduct root cause analysis; recommend corrective actions required to prevent recurrence. Solicit from supervisors and Worksite Environmental Monitors for feedback on deficiencies, successes, trends, etc.
  • Analyze analytical data and characterize hazardous, universal and non-hazardous wastes IAW RCRA and TSCA regulations, conduct, process, etc. hazardous and non-hazardous sampling as required. Take and submit samples IAW regulatory and local procedure requirements.
  • Maintain, input, request documents required for hazardous material and hazardous waste acquisition, receipt, issue, storage, disposal, etc. through AFSBn-CHS and Joint Base Staff and EESOH-MIS required for the timely and accurate disposal of materials. Be knowledgable and approve chemicals for use for APS-3 operations.
  • Act as On-scene Commander for all hazardous and non-hazardous materials spills; leads recovery IAW local command procedures, maintains and replenishes recovery supplies as required, completes and submits report IAW required timelines. Assist supervisors in investigations, conduct root cause analysis and determination of appropriate corrective actions.
  • Primary instructor for all environmental and industrial hygiene training for HAZWASTE, supervisors, all employees, etc. as required. Training employees to conduct select training. Develop training IAW regulatory requirements, maintain training schedule to ensure training as required. Conduct New Hire, Annual and Right to Know training; maintain environmental training records IAW regulatory and local procedure requirements.
  • Review Paint Booth Emissions monthly report, notify AFSBn-CHS Risk Management and Joint Base Environmental Staff of any concerns regarding emissions. Approves Waste Transfer activity as required IAW local procedures, Title V permit, etc. to time and quality standards monthly as required.
  • Achieve all "met" ratings on monthly Quality Assurance Surveillance Plan, complete all Contract Deliverables (CDRLs) to time and quality standards.
  • Develop and submit annual budgets for waste disposal, contract operations, spill response, training required of the Environmental and Industrial Hygiene programs. This includes initiatives for costs savings, costs avoidance, continuous improvement.
  • Work with supervisors to develop work practices, conduct risk assessments, Total Safety Task Instructions (TSTI) for protection of personnel and the environment.
  • Assist HSE in conducting investigations of accidents, injuries, environmental incidents, near misses, etc. as required. Report safe work and unsafe work IAW Good Catch and Courage to Care Reporting Systems.
  • Develop/Determine TSTI's and Work Instructions based on work operations, work environments, hazards, exposure, etc. safe work practices, procedures, testing schedules; coordinate for required IH testing, make notifications and maintain records as required.
  • Enforces and maintains ISO 4001:2004 compliant Environmental Management Systems Reviews procedures regularly, revises as required.
  • Conduct audits of Environmental Program procedures, work sites, storage facilities, make on the spot corrections, work site supervisors, etc. to implement sustained corrective action.
  • Responsible for the management of several satellite accumulation areas, hazardous waste management to include transfer between assets, storage, packaging, manifesting and transport off site.
  • Maintains all certifications and training as required.
  • Perform all other duties as assigned.

Basic Qualifications (Required Education, Experience, Skills, and Certifications)

  • Must be a U.S. Citizen with a valid U.S. Passport
  • Must be able to obtain and maintain a Common Access Card (CAC)
  • Must obtain and maintain local base access.
  • Must possess a valid State Driver's License.
  • In depth knowledge of federal, state and local environmental laws, regulations and policies and their application to contractor activities performed under the APS-3 contract, ability to translate technical environmental concepts and regulations into practical instruction for lay persons.
  • Excellent verbal and written communication skills, ability to communicate clearly with employees, supervisors, managers and customer to meet HSE objectives.
  • Must be able to achieve and maintain personnel security requirements to obtain base access credentials and Army IT system access.
  • Extensive knowledge of hazardous material and hazardous waste management, experience managing inventory and tracking through EESOH-MIS or other comparable system.
  • Current 24-hour HAZWOPER certification.

Physical Requirements:

  • Must be able to stand - between 6 to 6 hours per day.
  • Must be able to walk - between 4 to 6 hours per day.
  • Must be able to Lift - up to 35 lbs.
  • Must be able to squat, knell, bend, reach and climb periodically.
  • Must be able to work outside and inside in non-climate-controlled environments.
  • Must be able to achieve and maintain medical clearance and training to wear and use a respirator; specific events could require wearing up to 6 hours per day.

Preferred Qualifications (Preferred Education, Experience, Skills, and Certifications)

  • One (1) year experience managing an environmental program for a military maintenance base.
  • Bachelor's Degree in an environmental or engineering field of study or a related physical science, biological science or engineering program.
  • One (1) year experience successfully managing a comparable environmental program.
  • Associate degree in one of the above-mentioned fields of study or a bachelor's degree in another field of study and at least three (3) years of experience successfully managing a comparable environmental program.
  • 10 hour OSHA Industrial Safety certificate.
  • Current 40-hour HAZWOPER certification.
  • Supervisory experience – identifying and providing training, coaching, strong organization skills – multi-tasking, prioritizing tasks, employee performance management.
