PRIMARY OBJECTIVE: This position is responsible for performing para-professional human resource functions. Work independently or with limited supervision, in monitoring, processing and maintaining all personnel records and transactions in the Office of Human Resources. Audit bi-weekly payroll transactions to ensure accuracy of data processed. Serve as liaison to colleges to compile information and analyze data, makes changes as necessary, and develop administrative and financial reports detailing activities. Assist management as needed.

DUTIES & RESPONSIBILITIES:

  • Coordinates the receipt, review and processing of personnel transactions. Coordinates all personnel actions with the Office of HR, Finance, Payroll, and the seven Colleges. Reviews documents to ensure accuracy.
  • Creates, updates, and maintains personnel files and records. Verifies that all personnel data is completed thoroughly and accurately. Records and updates employee information such as personal data, compensation, leaves of absence, union enrollment, performance reviews, evaluations, grievances matters and termination dates and reasons on automated HRMS (Human Resources Management System) and/or in files.
  • Ensures that all transactions are in compliance with state and federal payroll regulations, union agreements and/or Board guidelines. Prepares personnel reports. Utilizes HRMS to develop personnel queries of a moderate complexity. Prepares and collates new hire packages.
  • Conducts follow up activities to ensure corrective actions are taken. Contacts managers or college liaisons when records are incomplete or inaccurate.
  • Responds to a variety of written and verbal questions and inquiries related to the status of employees by examining personnel files, union agreements, organizational policies, and/or general Human Resources rules and regulations. Prepares a variety of original memoranda, letters, forms, etc. Which communicate personnel issues.
  • Reviews employee status reports and ensures that employees contribute toward the appropriate pension plan (FICA vs. SURS) through payroll deductions.
  • Prepare mandatory reports for personnel transactions which should be authorized by the Board of Trustees. Ensures that these reports are submitted in a complete and timely manner.
  • Analyzes unemployment compensation claims and coordinates the disposition of claims with management and the State of Illinois.
  • Serve as liaison to District Office departments and Colleges to coordinate and monitor selection and hiring procedures.
  • Evaluates employment applications to determine candidate eligibility.
  • Updates salary changes in HRMS according to collective bargaining agreements.
  • Research confidential personnel files to obtain employee data.
  • Verify data in HRMS according to collective bargaining agreements.
  • Adhere to CCC Customer Service Excellence standards.
  • Perform other duties as assigned, including participating on special projects.

QUALIFICATIONS:

  • High school diploma required, Bachelor's degree preferred, supplemented by one to two years of progressively responsible relevant human resources experience; or an equivalent combination of training and experience required. Previous experience in Human Resources preferred.
  • Must be able to work well with employees at all levels of the District. Must be able to handle all situations with tact, persuasiveness, and diplomacy with minimal supervision.
  • Excellent written and verbal communication skills necessary. Must write memos, letters, and other documents clearly and accurately. Must be able to present information, which may be complicated in nature, in a clear and concise manner.
  • Must have good analytical and research skills. Must be self-directed and able to prioritize work required by self and management.
  • Must be able to use personal computers and associated software including, but not limited to, Microsoft Word, WordPerfect and Excel. Experience using automated Human Resources Management Systems highly desirable.
  • Must be able to maintain all information in a highly confidential manner.

Salary Range: $49,561 - $56,000

Offered salary will be determined by the applicant's education, knowledge, skills and abilities, as well as other factors such as internal equity.
