POSITION SUMMARY:
The Grants and Compliance Analyst will assist the Grants and Compliance Manager with the grant's full lifecycle from beginning to end. This process starts before funds have been received and continues after the award has been dispensed and the project is put in place. The grant lifecycle continuously evolves, with each stage of the lifecycle having its own set of tasks and requirements.

ESSENTIAL JOB FUNCTIONS:
- Ensures accurate and timely grant billings and monitors grant expenses by line item as stipulated by individual, corporate, and federal grants.
- Collaborates with Accounts Payable and Payroll to ensure the proper coding of personnel and operating expenses with regard to the proper allocation of grant funding.
- Develops and documents effective grant management processes in conjunction with accounting policies to maintain and strengthen internal controls.
- Sets up and maintains awarded grants.
- Provides consistent and clear guidance on grants and contracts in compliance with grant accounting processes and requirements.
- Provides regular grant financial reporting to management for performance measurement and decision support.
- Collaborates in the preparation of budgets for all grants, including monitoring expenditures, reporting, and reconciling discrepancies.
- Prepares reimbursements for Federal, State, and local grants.
- Monitors and reconciles assigned grant funds.
- Furnishes requested information relative to all audits of grant activities.
- Monitors activities and financial compliance of state and federal grants received by the city and maintains a grants worksheet for each federal or material state grant.
- Prepares various monthly journal entries.
- Reviews and prepares grant budgets and amendments.
- Prepares grant reports and financial documentation.
- Prepares monthly grant claims for submission and pulls supporting documentation, including earnings statements, invoices, payments, and canceled checks.
- Assists the Grants and Compliance Manager with the implementation of grants budget versus actual tracking in the ERP and/or Excel, ensuring all grants are tracked and reported continuously.
- Contributes to the overall success of the department.
- Participates in all internal and external grant audits, including SEFA, TDA, Feeding America, Feeding Texas, etc, as needed.
SUPERVISORY RESPONSIBILITIES:
This position has no supervisory responsibilities.
Requirements
QUALIFICATIONS:
Education/Experience:
- Bachelor's degree from an accredited four-year college or university in accounting, finance, or business in a closely related field; a master's degree in business administration or accounting is strongly preferred
- 2+ years of accounting experience, including 1-3 years of experience with general ledger accounting principles and practices
- 2+ years of accounting and grant compliance experience, grant compliance preferred
- 1-3 years of experience with general ledger accounting principles and practices
- Non-profit experience preferred but not required
Certificates, Licenses, and Registrations:
- Must have reliable transportation, a valid driver's license, and insurance.

PHYSICAL REQUIREMENTS:

TRAVEL REQUIRED:
Travel is required for this position (up to 10% of the time and on a domestic basis within our 18-county service area).
This role supports hours of operations at the Houston Food Bank facilities, as necessary, and may require flexibility (e.g., times of disaster, community events, company events).
