Foxlink is expanding its business by launching a new manufacturing facility in Fort Worth, Texas. Foxlink Texas Inc. will produce SMT (Surface‐Mount Technology) electronic products. We are seeking a driven FTZ Specialist to execute daily Foreign-Trade Zone (FTZ) operations and support our import/export logistics. This is a unique opportunity to be involved in the FTZ activation phase, working closely with consultants and cross-functional teams to build our compliance framework.

Key Responsibilities

Foreign-Trade Zone (FTZ) Operations & Compliance

  • Activation Support: Coordinate with external consultants and internal stakeholders to support the FTZ activation plan.
  • Daily Operations: Process and monitor FTZ admissions (CBP 214) and weekly entries (CBP 3461) post-activation.
  • Inventory Control: Maintain accurate Zone Status and lot tracking; perform cycle counts, inventory checks, and monthly reconciliations.
  • Compliance: Ensure strict adherence to the FTZ Operator's Procedures Manual and 19 CFR Part 146 regulations.
  • Audits & Reporting: Prepare documentation for zone transfers, withdrawals, and re-exports, and support both internal and CBP compliance audits.

Import & Export Logistics

  • Freight Coordination: Manage daily import/export shipments, coordinating directly with freight forwarders, carriers, and customs brokers.
  • Documentation: Validate commercial invoices, packing lists, AWB/BL, and manifests to ensure accuracy.
  • Tracking: Track shipments end-to-end, resolving any exceptions or delays to ensure timely clearance.
  • Trade Compliance: Apply correct HTS codes and Incoterms, and support AES filings.

Cross-Functional Collaboration

  • Serve as the primary point of contact for FTZ consultants, brokers, and logistics partners.
  • Collaborate with Warehouse Operations to ensure proper segregation of FTZ vs. non-FTZ inventory.
  • Work with IT teams to support ERP/WMS mapping and ensure transaction accuracy.

Qualifications

  • Experience: 3–7 years of experience in FTZ operations, import/export logistics, supply chain, or trade compliance.
  • Regulatory Knowledge: Proficiency with FTZ regulations (19 CFR Part 146), documentation, and audit requirements.
  • Logistics Skills: Strong background working with freight forwarders, customs brokers, and international shipping documentation (including Incoterms).
  • Technical Skills: Experience with ERP/WMS systems (Oracle preferred) and strong Excel/analytical skills.
  • Soft Skills: Fluent in English and Chinese (Written and Spoken) and the ability to work independently.

Preferred Qualifications:

  • Experience in the Electronics or Manufacturing industry.
  • Direct experience supporting FTZ activation or system integration.
  • Knowledge of HTS classification.
