Overview:

Hiring Range: $158, $211,806.40

Starting salary may be adjusted depending on experience.

Qualifications:

  • Bachelor's Degree or higher in Public Administration, Business Administration, Management, Political Science or a related field
  • Ten (10) years or more of executive experience in municipal or public sector management, including direct supervision of senior staff and budget management
  • Possession of a valid driver's license and the ability to obtain and maintain a valid Alabama Driver's License and a City of Hoover Driver's Permit
  • Must be willing to work non-standard hours as required, and travel overnight as needed to fulfill the duties of the position.

Preferred Qualifications

  • Master's Degree or higher in Public Administration, Business Administration, or a related field
  • Demonstrated success managing complex budgets, personnel systems, and strategic initiatives.
  • Strong understanding of municipal law, intergovernmental relations, and economic development practices.
  • Management experience within a city or organization with a similar size and organizational scope.
  • Substantial experience working collaboratively with elected officials and community stakeholders.
  • Familiarity with Alabama municipal governance, finance laws, and regulatory environments.

Responsibilities:

  • Act as a principal advisor to the Mayor, City Council, and City Boards on planning, development, policy, and operations.
  • Direct, coordinate, and evaluate the performance of multiple city departments and department heads as assigned, ensuring alignment with strategic goals and operational best practices.
  • Provide signature authority on all lawful contracts on behalf of the City.
  • Lead the development and implementation of the City's annual operating and capital budgets; review departmental budgets and provide informed recommendations.
  • Oversee the utilization of all City property and assets.
  • Serve as the City's chief liaison with community groups, business organizations, developers, and residents, fostering collaboration and responsiveness.
  • Represent the Mayor at various public meetings, intergovernmental committees, and civic functions.
  • Coordinate legal strategies and citywide risk management to minimize liabilities.
  • Lead and support innovation in service delivery, technology, and operational efficiencies to enhance service delivery outcomes.
  • Manage emergency response planning and execution; ensure continuity of services and public safety in crises.
  • Ensure compliance with local ordinances, state, and federal laws and recommend changes to the City and State Code as needed.
  • Investigate and respond to citizen complaints and concerns regarding City services or operations.
  • Attend and actively participate in all City Council meetings and other key civic functions.
  • Stay informed on trends and legislation affecting municipal operations through ongoing professional development and legislative outreach
  • Performs other directly related duties consistent with the role and function of the classification.
