The Division of Finance has central responsibility and authority for policy analysis, program development, performance tracking and improvement, financial management, resource maximization and technical assistance. Finance helps to ensure that programs and administrative operations have the information, analysis, funding and technical capacity to deliver critical services effectively and meet DOHMH's objectives.
Position Summary: The Revenue Analyst will report to the Assistant Director of State Aide Claiming along with three other Revenue Analyst. Job Duties and Responsibilities: Responsible for the monitoring and tracking of Mental Hygiene state aid expenditures.
Duties Will Include But Not Be Limited To
Responsible for the agency's Article 6 claim submissions to state. Learn and understand Public Health Law, regulation, and state guidelines. Includes tracking changes in regulation and guidelines.
Work closely with internal personnel for all contract, budget, and payment data to ensure claims are efficiently processed and meet due dates.
Maximize agency reimbursement by ensuring all expenditures are captured and reported accurately in claims.
Reconcile DOHMH submitted claims after state approval. Reconcile and submit consolidated claim reports (CCR) to state agencies as needed.
Ensure all monthly, quarterly, and annual revenue targets and goals are met.
Accurately analyze patterns of spending and revenue while providing management with scenario analysis and trends.
Identify all claiming discrepancies and disallowances while providing timely resolutions.
Responsible for accurately updating monthly, quarterly, and year to date reports and schedules.
Ensure full compliance with all Federal, State, and City policies and procedures.
Review, interpret, and present comprehensive reports and documents for agency use.
Create accurate billed and unbilled receivables and appropriately realize payments in the City's Financial Management System (FMS).
Participate in the fiscal year end close activities including, but not limited to, providing estimate revenue accrual amounts and supporting documentation, write-offs, creating and/or approving unbilled receivable (URE) in FMS, and other information/data as requested.

ACCOUNTANT
Minimum Qualifications
- A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA), including or supplemented by 24 semester credits in accounting, including one course each in advanced accounting and auditing; or
- A valid New York State Certified Public Accountant license.
To be eligible for placement in Assignment Level II individuals must have, in addition to meeting the minimum requirements, at least one year of experience as an Accountant - Assignment Level I or at least two years of satisfactory full-time professional accounting or auditing experience.

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
