Montgomery County Department of Transportation (MCDOT):
The mission of the Montgomery County Department of Transportation (MCDOT) is to move people and connect places with seamless, equitable transportation options that are safe, environmentally responsible, and support economic growth and vibrancy in Montgomery County. The Department has five divisions; these include Highway Services, Parking Management, Transit Services, Traffic Engineering and Operations, and Transportation Engineering. We are a large organization with over 1,200 employees and a dedicated County budget of $300 million.
About The Division
The
Division of Transit Services
coordinates transit services in Montgomery County. Transit accomplishes an essential mobility mission of the County, connecting people, communities, workplaces, educational institutions, recreational opportunities, and many other essential destinations. The Division employs 850+ people, operates nearly 400 buses on 80+ fixed routes throughout Montgomery County. The Division plans, schedules and manages the County's Ride On bus system consisting of County owned and operated buses. Ride On carries roughly 18 million riders annually.
Who We Are Looking For
The Division of Transit Services seeks an Administrative Specialist III (HR Liaison) for a demanding position that provides confidential personnel management and support for the Division of Transit Services and liaison with the Office of Human Resources in order to administer personnel matters including recruitment, employee development, classification studies, grievances, position creations, promotions, disciplinary actions, Reductions in Force, reorganizations and other HR matters as needed.
What You'll Be Doing
The ideal candidate will have excellent oral and written communication, and work leadership skills, exceptional computer skills, experience with Microsoft Teams and Office Suite and excellent data entry and analysis skills. The candidate must be detail oriented, be able to meet deadlines and manage multiple projects simultaneously and have the ability to work independently to perform a variety of difficult and complex actions.
Duties Include, But Are Not Limited To
- Handling all facets of hiring and placement for new bus operators and other transit staff.
- Entering personnel transactions into the Oracle personnel management system.
- Assuring all staff take the necessary mandatory training and are in compliance.
- Assuring all performance plans and evaluations are completed on time.
- Overseeing Occupational Maintenance Reviews and requests for reclassifications.
- Preparing monthly and quarterly reports for the Division Chief and assisting the Division Chief and Section Chiefs with special projects.
- Handling EEO and other sensitive issues.
- Managing adverse actions – including assisting in investigations, preparing Statements of Charges, Notice of Disciplinary Actions, and more.
- Processing employee awards.
- Providing advice, information and counsel to managers on personnel matters.
- Assisting with Light Duty assignments/placements and assisting with the management of the Division's Worker's Compensation cases.
The position
requires
the ability to attend meetings or perform work at locations outside the office, which may occur on weeknights and weekends.
Minimum Qualifications
Experience: Three (3) years of professional administrative experience related to personnel administration (Human Resources).
Preferably in a Generalist (or equivalent) capacity.
Education: Graduation from an accredited college or university with a Bachelor's Degree.
- Equivalency: An equivalent combination of education and experience may be substituted.
Preferred Criteria, Interview Preferences
- Experience in applying Personnel Regulations and Collective Bargaining Agreements to complex personnel issues.
- Experience communicating with all levels of employees, supervisors and managers, verbally and in writing.
- Experience planning and coordinating personnel activities for a large organization, evaluating the effectiveness of personnel functions and instituting procedural changes as required.
- Experience handling adverse/disciplinary actions.
- Experience processing personnel actions in a computerized personnel system application.
- Experience with spreadsheets and other software for the purpose of providing management reports.
- Experience with Light Duty and Worker's Compensation.
