Compliance Specialist

Position Description:
The Compliance Specialist ensures all affordable housing communities in the portfolio are in strict compliance with all rules and regulations set forth by the Company, HUD, state agencies, funding agencies and other regulatory bodies.
This position will assist, train, and organize all ongoing affordable updates and organization of all tax credit processes and databases.
This position is based in the Dallas area.
This position reports to the VP of Compliance
Duties and Responsibilities
Lead the efforts in Special Claims for HUD projects.
Management and Occupancy Reviews lead the preparation and response to MORs.
REAC guide the preparation and response to REAC inspections.
Monitor compliance with AFHMP.
Assist with property-specific reporting requirements.
Track and forecast subsidy terminations and other late certifications.
Ensure Compliance with EIV requirements including reports and access issues.
Process HAP Renewals to include coordinating utility analysis and rental adjustments.
Create and submit all tenant and voucher data files to Tenant Rental Assistance Certification System (TRACS).
Identify, track and resolve errors associated with the HAP vouchers and tenant files.
Receipt HAP payments to tenant ledgers.
Administer Gross Rent Change process to include changes resident management software and preparing required notices to residents.
Process the approval, posting, and receipting of repayment agreements.
Assist with the tenant ledger research when discrepancies are related to the HAP voucher.
Coordinate the submission of Service Coordinator Grant vouchers through LOCCS.
Create miscellaneous reports for management as needed.
Assist in the training of property staff and other compliance staff with HUD training
Provides overall tax credit and HUD Compliance support for the portfolio alongside the VP of Compliance.
Monitor any past due recertification and assist with monthly and quarterly compliance reviews for assigned portfolio.
Perform monthly updates to utility allowances, compliance entries in database, compliance forms and Box updates.
Assist site with training and ResMan data entry and support tickets, as needed, related to tax credit.
Provide onsite compliance support as needed - travel may be required to assist with compliance support.
Attend monthly/quarterly training webinars proved by HUD and state agencies.
Prepare on-site teams for inspections and file audits as needed.
Work closely with the on-site teams to ensure all files and required compliance documentation and binders are kept updated and organized.
Work closely with regional managers and on-site managers to provide and/or coordinate training on compliance related items.
Identify the need and workflow processes with the VP of Compliance on any necessary training for the company.
Build and maintain positive working relationships with all funding and state monitoring agencies.
Additional duties consistent with the overall position responsibility as deemed necessary by VP of Compliance.
Qualifications/ Education Requirements
Knowledge of LIHTC regulations and experience in affordable and Tax Credit residential properties
Well-developed administrative skills.
Strong organizational skills and ability to multitask across multiple programs and services.
Exhibit good judgment, practical day-to-day experience working with a diverse group of people.
Extensive experience and judgment to strategically plan and accomplish goals.
Ability to delegate and offer support and guidance to a large number of employees and various departments.
Ability to handle confidential information with discretion and integrity.
Ability to complete certifications and courses necessary for continuous professional development.
Would like someone with experience processing vouchers. (not a must)
