The NYC Department of Design and Construction (DDC) Finance & Procurement Division seeks Contract Managers to work within the Agency Chief Contracting Office (ACCO). The selected candidates will assist in managing procurements for utilizing various methods including by not limited to, Competitive Sealed Bids, Request for Proposals, Micro Purchasing, Small Purchasing, MWBE NCSP (Discretionary Procurements), Design Build, and Competitive Sealed Proposals. The Contract Manager will be responsible for ensuring the procurements are consistent with the Procurement Policy Board regulations. This includes completing all compliance activities and integrity determinations as it relates to potential vendors. The Contract Manager may utilize capital and/or expense funds, will prepare documents required for funding approvals. The responsibilities include: managing procurement timelines, reviewing contract documents, general document management, reviewing contract compliance documents, coordinating vendor meetings throughout the procurement process, handling vendor submissions, working with vendors to complete and submit any required documents in advance of executing a contract with DDC, performing vendor integrity backgrounds checks, organizing evaluation committees, interpreting rules, providing recommendations for internal policies and procedures. The Contract Manager will be responsible for regularly updating internal databases and procurement tracking systems, as well as procurement updates to the Directors and Deputy ACCOs. The candidate will use several computer systems including Financial Management System (FMS) and PASSPort to track and process procurement actions and register contracts with the Comptroller's Office.

PROCUREMENT ANALYST
Minimum Qualifications
- A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
- An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in "1" above; or
- A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in "1" above; or
- A combination of education and/or experience equivalent to "1", "2", or "3" above. College education may be substituted for professional experience under "2" or "3" above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in "1" above.
Special Notes
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.
Preferred Skills
Preferred candidates must be proficient with Microsoft Office specifically, Excel. Familiarity with Automated Procurement Tracking (APT) and Financial Management System (FMS) databases, as well as, the Procurement Policy Board rules and regulations is a plus.

New York City residency is generally required within 90 days of appointment.
