What will I be doing?

H-GAC, the fiscal agent for the Gulf Coast Workforce Board (GCWB), is striving to expand the reach of the region's public workforce system to more employers and more people through targeted projects and the growth of systemwide learning and training initiatives. To support this expansion, we are seeking an experienced Senior Planner – Learning Strategy to join the Workforce Solutions team within our Human Services department.

The Gulf Coast Workforce Board through cooperation with local governments and H-GAC's Human Services Department, improves the quality of life for residents across the region through our Workforce Solutions Workforce System. Central to this effort is a renewed focus on professional development and training that equips staff to deliver consistent, high-quality services across the region.

As the Senior Planner – Learning Strategy, you will serve as the project manager for the region's learning and development systems. This includes overseeing the Learning Management System (LMS), managing large-scale training initiatives, coordinating vendor and partner activities, and leading continuous improvement efforts for learning technology, analytics, and governance.

In this role, you will manage all aspects of LMS operations, governance, and analytics to ensure effective delivery and measurement of learning outcomes. You will collaborate with internal departments, service provider leadership, and system partners to deliver cohesive, data-driven, and compliant learning experiences.

You will also serve as the primary point of contact for vendor coordination and cross-departmental learning initiatives, providing project management support for major training rollouts, system enhancements, and policy-driven updates. Through collaboration with the Professional Development Team, you will help plan, evaluate, and optimize regional training strategy to strengthen workforce staff readiness, improve service delivery, and enhance systemwide consistency.

Key Qualifications

ü At least 5 years of experience in learning systems management, project management, workforce development, or related fields

ü Strong knowledge of LMS operations, data reporting, and project management practices

ü Proficiency in Microsoft 365 Suite, reporting dashboards, and LMS administration tools

ü Excellent written and verbal communication skills with the ability to engage diverse audiences

ü Demonstrated ability to manage multiple priorities in a fast-paced, deadline-driven environment

Do you have…

ü Bachelor's degree in an applicable academic discipline or related field of study

ü 5 years of experience working with local government, nonprofit programs, school or in job related duties

Preferred Qualifications

ü Experience in data visualization, system analytics, or workforce policy

ü Experience with learning technology integration and process improvement

ü Project management certification (may be obtained within one year of employment)

ü Demonstrated leadership and problem-solving skills

ü A critical thinker with strong attention to detail
