Job Description

THE SELECTED CANDIDATE WILL BE OFFERED A SALRY OF $118, $128,

The Administration for Children's Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services, and provides subsidized child care vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice, ACS oversees detention, placement and programs for youth in the community.

The Division of Youth and Family Justice (DYFJ) provides a wide range of services and programs for youth at every stage of the juvenile justice process. Our goals are to (a) build stronger and safer communities and advance public safety by preventing juveniles from entering the New York City's juvenile justice system, (b) provide therapeutic treatment and services to youth in our custodial care, and (c) help juveniles access the tools they need to leave the justice system for good. We strive to help families and young people by providing supportive services that are responsive to the needs of individual youth and families.

Nurture, Engage, Support, Treat (NEST) ensures that youth served by DYFJ receive comprehensive and consistent medical, mental health, and case management services. The Executive Director of Case Management will work within the DYFJ's detention continuum to effectively oversee and manage the intake, adjustment, facilitation, coordination, advocacy, discharge planning, and support re-entry for juvenile delinquents, juvenile offenders, and adolescent offenders remanded to and/or placed in the care and/or custody of ACS within a secure detention facility.

Case Management is responsible oversight and management of the intake, adjustment, and facilitation, coordination, advocacy, planning, discharge and re-entry for juvenile delinquents, juvenile offenders, and adolescent offenders remanded to and/or placed in the care and/or custody of ACS within an assigned secure detention facility.

The Executive Director of Case Management will be responsible for performing the following duties but not limited to:

  • Oversee and manage the direction and coordination of day-to-day case management functions within two (2) juvenile detention facilities for youth pending adjudication of court proceedings.

  • Supervise and coach two (2) Directors of Case Management responsible for daily supervision and direction of case management activities in the juvenile detention facilities and provide coverage in the absence of the directors as needed.

  • Actively participate in the development, coordination, and provision of orientation and in-service training of case management staff to promote and support their professional development.

  • Manage the tracking of new resident intake and related city mandates and state regulatory requirements for maintaining contact with youth and their families and youths' legal representatives.

  • Oversee the case management unit's completion and maintenance of adjustment reports, other documentation requested by the courts, OCFS, and DYFJ, and related data entry.

  • Actively participate in the development, interpretation, and implementation of related agency policy and procedures.

  • Conduct quality control including ongoing review and analyses of data entered in the Juvenile Detention Automated System (JDAS) and accuracy of minutes assigned to residents in the automated telephone system for secure detention.

  • Oversee and manage the collaboration with facility operations at Horizon, Crossroads and Non- Secure Detention programs to ensure adequate coordination of youth admissions and transfers.

  • Ensure there is case management representation at multi-disciplinary meetings and case conferences to support the planning, development, and coordination of care for youth.

  • Build and maintain relationships with New York City Public Schools, Health Services, Department of Probation, youth's legal representatives, New York City Courts, other City and State agencies, and advocacy organizations to ensure adequate care coordination for youth in detention.

  • Oversee and assess relationships with case management vendors to ensure quality service.

Note: Candidate must be willing and able to travel to multiple work locations, including both ACS secure detention facilities.

ADMINISTRATIVE DIRECTOR OF RES

Minimum Qualifications

  1. A master's degree in social work from an accredited school of social work and four years of full-time, paid professional experience in a child care institution or in group work with children in a child care setting, including two years in an administrative capacity; or

  2. A master's degree from an accredited college in sociology, psychology, education, public administration or a closely related field, and five years of full-time paid professional experience as described in "1" above including two years in an administrative capacity; or

  3. Education and/or experience equivalent to "1" or "2" above. However, all candidates must have two years of administrative experience in a child care setting.

Preferred Skills

The preferred candidate should possess the following: - Experience in direct service programming. - Prior supervisory and coaching experience. - Understanding and knowledge of juvenile justice and child welfare populations. - Familiarity with residential and community-based health/mental health and substance abuse services. - Ability to conceptualize, develop, and implement projects in a timely manner. - Able to work as part of a team, as well as independently to achieve necessary results. - Flexible and able to work and produce in a fast-paced environment. - Experience utilizing databases and Microsoft applications to track, monitor, and manage workstreams.

New York City residency is generally required within 90 days of appointment.
