Job Title: Monitoring Specialist - Intelligence Research Specialist

Clearance) (Emergency Personnel)
This position is complementary to a journeyman Intelligence Research Specialist: applies knowledge of a professional discipline, the principles and techniques of inductive and deductive reasoning, and a subject-matter knowledge of either a geographical area or a functional area to the production of finished intelligence reports. They exploit (As used in the intelligence field this means to acquire the maximum intelligence use out of raw data.), interpret, and project existing data to fill gaps in information, request the collection of data to fill gaps in knowledge, and review and evaluate finished intelligence reports from the point of view of their specific subject- matter fields.
Skill Level – Designated language - Subject Matter Expert (SME).
- Monitoring - Novice (minimum) Have continuing responsibility for a less complex geographic or functional area, or perform, on a recurring basis, a variety of tasks for a more complex project. They work under the guidance of a senior specialist.
The contractor shall provide designated-language capabilities to monitoring effort. The contractor shall monitor open source and social media in accordance with established DS monitoring priorities. The contractor shall perform cursory, initial triage of reports to eliminate information that is from sources known to be provocative, parodic, or similar. The contractor shall maintain internal data- base of sites and users known to be valuable, reliable, unreliable, or parodic. The contractor shall create cursory, standardized reports per Program SOP to provide to analytical team for further analysis. Operations for Program are 24/7 with shifts consisting of 12-hour day and night shifts.
DUTIES/RESPONSIBILITIES
The contractor shall provide open source monitoring, assistance, and support to domestic investigative offices, protection details, protective intelligence offices, intelligence analysis offices, and other DS and external consumers. Products include researching, triaging, and interpreting data pertinent to assessments of threats, suspicious and hostile activities, and significant incidents.
The contractor shall utilize numerous datasets, specialized tools, and advanced techniques to identify potential threat(s) to the Department for referral to analytical teams, other DS offices, and/or law enforcement, defense, and intelligence partners.
The contractor shall review incoming open source information and maintain a database to assess the accuracy, credibility, validity and relevance of known media sources.
The contractor shall prepare preliminary referrals related to open source threats, suspicious and hostile activities, and significant incidents.
The contractor shall interpret, plan, and execute the collection of open source intelligence as necessary to meet DS priorities including operations in support of large-scale, multi-national events domestically and abroad.
The contractor shall provide technical advice and guidance in the planning and execution of open source collection operations.
The contractor shall provide expert translation and knowledge of the designated-language in the planning and execution of open source collection operations.
The contractor shall prepare and present written and oral briefings to special agents, Program management, Bureau and Department leadership, and law enforcement, defense, and intelligence partners on open source monitoring and triage.
The contractor shall assist training teams in the development of training modules by providing operational information and feedback on new training opportunities for Program staff and overseas monitoring elements regarding open source monitoring and operations.
The contractor shall build and maintain relationships and collaborative networks within the Department and across the law enforcement (federal, state and local), security, and intelligence communities to share information, best practices, and lessons learned. Where appropriate, establishes and maintains liaison within the Department and across the law enforcement, defense, and intelligence com- munities to represent the office and the Bureau; obtain resources and support; and plan and coordinate activities.
The contractor shall develop and implement new and innovative strategies for gathering open source information or intelligence in support of DS priorities and mitigation initiatives to address gaps and shortfalls in the collection and triage of open source intelligence.
The contractor shall attend internal and external trainings, seminars, and conferences to acquire knowledge of new and emerging data- sets, specialized tools, and advanced collection techniques that can be used to support open source intelligence operations. Informs and advances the Program's use of relevant and developing technologies. Contractors shall identify their contractor affiliation on name tags and presentation materials. Contractors shall identify their affiliation at meetings, courses, and conferences.
Working with Program management, the contractor shall translate ad-hoc Program monitoring priorities for use in the creation of Boolean or other query-language algorithms used in commercial and unclassified tools.
The contractor shall perform other related duties as assigned.
REQUIREMENTS
The contractor shall have expert knowledge and proficiency in the designated language.
The contractor must demonstrate the ability to communicate effectively, both orally and in written form, with superiors and col- leagues, fluently speaking, reading, listening and translating the designated-language to English and the reverse. The contractor must be able to translate narrative using colloquial slang words and phrases.
Preferred - The contractor shall have expertise in regions in which the designated language is practiced to assist in translation efforts and accurately provide translations and interpretations within correct cultural and ethnic context as well as advice to regarding the cultural and ethnic significance of statements, conversations, situations, documents, etc.
The contractor shall have expert knowledge of media platforms in the designated region, in particular those aligned with cultural, political and security interests as they relate to the U.S. interests in order to conduct complex open and all-source source operations focused on a wide range of DS monitoring priorities that may include threats, political violence, crime, terrorism and other critical security priorities for internal and external customers.
The contractor shall have knowledge of open source concepts, methods, and practices to provide technical and analytical support for the planning, conduct, and coordination of intelligence research and analysis operations.
The contractor shall have knowledge of qualitative and quantitative various techniques to effectively locate and identify information of concern regarding Department equities in publicly available information including social, news, and traditional media.
The contractor shall have knowledge of Internet-based research, including Boolean logic, search engine and database resources, and Internet sources, such as social media, social networking tools, data exploitation, and commercial- and industry-based database in or- der to conduct complex open source operations focused on a wide range of DS monitoring priorities that may include threats, political violence, crime, terrorism and other critical security priorities for internal and external customers.
The contractor shall have knowledge of foreign language research methodologies using internationally-focused Web sites to conduct complex open and all-source source operations focused on a wide range of DS monitoring priorities that may include threats, political violence, crime, terrorism and other critical security priorities for internal and external customers.
The contractor shall have knowledge of English language translation methods which address various formats such as printed documents, taped and live conversations, and audio-visual media presentations in order to conduct complex open and all-source source operations focused on a wide range of DS monitoring priorities that may include threats, political violence, crime, terrorism and other critical security priorities for internal and external customers.
The contractor shall have knowledge of advanced search techniques, information databases, data visualization, and related tools to conduct complex open and all-source source investigative operations focused on a wide range of DS monitoring priorities that may include threats, political violence, crime, terrorism and other critical security priorities for internal and external customers.
The contractor shall have the ability to establish liaisons and interact effectively with individuals at all levels in order to coordinate activities with other intelligence and law enforcement personnel engaged in planning and conducting operations (investigative, protective operations, etc.) utilizing open source materials.
The contractor shall have the ability to communicate effectively, both orally and in writing, to prepare and present open source trends, promote information sharing with other organizations, provide advice and guidance, present and defend recommendations, and participate in meetings.
MINIMUM EDUCATION / QUALIFICATIONS
A Bachelor's degree and less than 1 year of experience or 3+ years of experience with no degree. Experience includes conducting open source and academic research, all-source intelligence and targeting. Demonstrated language proficiency for English and the tar- get language(s) of at least S3+ (speaking) and R3+ (reading), S4 (speaking) and R4 (reading) preferred, as classified by the U.S. De- partment of State's School of Language Studies, or at the Superior level, as classified by the American Council on the Teaching of Foreign Languages (ACTFL). Other equivalent commercial proficiency and testing standards will be accepted if approved by the COR.
Knowledge of host country culture, traditions, and customs is highly desirable.
SUPPLEMENTAL HOURS
This position may, in rare cases, based on the budget-cycle, be required to work overtime to meet mission demands. At such times, flex-time is the preferred method of compensation for overtime hours.
TELEWORK
This position is not telework eligible.
CLEARANCE REQUIREMENT
U.S. Citizenship required. Contractor shall meet eligibility for access to classified information, Secret level.
POSITION LOCATION & HOURS
The duty station will initially be at 1801 N. Lynn Street, Arlington, VA 22209, while the permanent office space for Program is identified. The permanent office space location is anticipated to be in Arlington, VA. Under emergency (including weather) or crisis conditions, to include the possibility of a continuity of government situation, the incumbent shall be required to report to work and maintain the same level of effectiveness possibly in alternate locations, with less operational support and in a limited physical space environment. The incumbent shall be expected to work 11.25 hours per shift and required to take 45 minutes per day for lunch; this lunch period is unpaid time
TRAINING
This contractor will be required to complete the Department's mandatory, Department-provided, training for all personnel, e.g. cyber security. Government funding for additional training will be determined on a case-by-case basis.
TRAVEL
CONUS and OCONUS travel up to 10%. Overseas travel may be to countries with high threat levels requiring the use of personal protective equipment while exercising special safety precautions.
