Job Summary
This position is located in the Office of Planning (OP), Development, Design and Preservation Division. OP is tasked with planning for the long-term growth of the District of Columbia (District) to help ensure it reflects our values of an inclusive and vibrant city, where all District residents can thrive, regardless of income, race, age, or background. OP guides development in the District's distinctive neighborhoods by engaging stakeholders and residents, performing research and analysis, serving as the steward of our historic resources, and publishing various planning documents, including the Comprehensive Plan.

The Deputy Director is a member of the senior management team and is expected to operate with a high degree of independence and autonomy. The deputy has oversight of the Development Review, Urban Design and Historic Preservation teams and provides strategic guidance to each team. Each of the three teams is managed by an associate director that reports directly to the incumbent. The incumbent works with the associate directors to set goals for the divisions to ensure they are consistent with the overall planning mission of OP.

The incumbent will exhibit mastery knowledge in one or more planning disciplines to include: planning, architecture, landscape architecture, architectural history, economics, engineering, historic preservation planning, urban design, real estate development, transportation planning and land use law in order to provide sound strategic guidance to the Division.

Duties And Responsibilities
Works with the Director of OP to help formulate agency strategies and policies and identifies short and long-range goals for planning policy and neighborhoods, development, and historic districts and landmarks.

Represents OP and the Director at high-level meetings with counterparts from other cities, regional organizations, and federal agencies. Advises District agencies on land use, urban design, zoning, and preservation policy in support District government initiatives and projects.

Manages staff, including but not limited to associate directors responsible supervising teams of planners, architectural historians, and designers to perform difficult and complex planning work, involving considerable responsibility and variety. Plans work to be accomplished by direct reports, set, and adjust short-term priorities, and prepare schedules for completion of work; assigns work based on priorities, taking into consideration level of difficulty and requirements and the capabilities of employees. Develop performance standards and evaluate work performance of subordinates.

Provides technical and policy direction to Development Review, Urban Design and Historic Preservation staff on all aspects of their work. Provides leadership in and establishes goals, objectives, and priorities for the division; develops and evaluates performance measurements and benchmarks; monitors progress and analyzes the effectiveness of the Development, Design and Preservation programs in meeting the division and agency objectives and as they relate to community needs.

Reviews major reports and recommendations to the Zoning Commission and Historic Preservation Review Board; Regularly attends Zoning Commission meetings and makes presentations and recommendations on reports, major projects, and proposed changes to the zoning maps or text. As needed, attends meetings of the Board of Zoning Adjustment, Commemorative Works Committee, and Historic Preservation Review Board.

Compiles, analyzes and summarizes administrative, programmatic, and fiscal data for assessing agency capacity and to effectively communicate the status, value, and importance of data collection and reporting across the division.

Qualifications & Education
Degree
: community planning; or related field such as urban affairs, architecture, landscape architecture, engineering, sociology, geography, economics, political science, or public administration that included at least 12 semester hours in the planning process, socioeconomic and physical elements of planning, urban and regional economic analysis, and development finance.

Combination of education and experience
: courses equivalent to a major in one of the above disciplines, or a combination of related courses totaling at least 24 semester hours in any combination of the above disciplines of which at least 12 semester hours were in the planning process, and socioeconomic and physical elements of planning, plus appropriate experience or additional education.

Specialized experience is an experience that is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

It is preferred that the incumbent shall have expert proficiency in planning principles and theories, including land use, economic development, transit/transportation, sustainable development, housing development, urban design, and research techniques; the ability to lead and motivate diverse teams; and superior communication skills, both orally and in writing. Additionally, the incumbent shall be highly skilled in interacting with a wide variety of people ranging from neighborhood residents to high level agency officials; and one year of Management or Supervisory experience.

LICENSES AND CERTIFICATIONS
The incumbent should possess a valid motor vehicle operator's permit and be able to obtain a D.C. Government operator's permit within six (6) months on the date of appointment to this position.

WORK ENVIRONMENT
The work is sedentary and performed in an office setting except for periodic outdoor surveys, site visits, and presentations to other entities.

Other Significant Facts
Tour of Duty
: Monday–Friday, 8:00am–5:00pm. Participation in evening meetings and occasional weekend meetings required.

Duration of Appointment:
Management Supervisory Service (MSS), at-will appointment. All positions and appointments to the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Promotion Potential
: No known promotion potential.

Collective Bargaining Unit (Union)
: This position is not covered under a collective bargaining unit.

Position Designation: Security Sensitive
(DPM Chapter 4, Suitability)

This position is subject to enhanced suitability screening pursuant to Chapter 4 of the DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.
