Job Summary
This position is located in DC Health's HIV/AIDS, STD & TB (HAHSTA). The Deputy Director for Strategic Planning, Policy, and Programs (DDSPPP actively fosters a culture of diversity, equity, and inclusion within the Department, ensuring that policies and procedures align with these values. Major Duties And Responsibilities
Incumbent serves as a senior level manager, with primary responsibility for Department- wide strategic planning, policy development, programming, and evaluation activities. Additionally, the Deputy Director advocates for individuals from diverse backgrounds, understanding the specific experiences of historically marginalized racial groups, particularly Black, Indigenous, and Latinx communities, and takes these experiences into account when shaping health policies and programs. Incumbent of the position is the primary advisor to the SDD on the design of the health service system, strategic planning, rules, and policies to guide the District Public Health System and evaluation. Incumbent coordinates current scientific knowledge and input from the advocates, stakeholders, and the D.C. Government in developing strategies and policies that affect public health services in the District of Columbia. Provides leadership and supervision to staff and serves as a member of the management team. Determines program goals, resource needs, and allocation of resources in conjunction with higher management officials. Plans, directs, and oversees various services and has overall responsibility for staff selection, handling grievances, managing disciplinary matters, and resolving conflicts. Provides oversight of staff activities and issues policy guidance. Plans and coordinates work to be accomplished, primarily through subordinate supervisors, determines and establishes priorities, develops schedules for completion of work, and makes assignments according to staff capability and work requirements. Provides advice and assistance to employees at work, as necessary. Explains difficult or unusual work requirements. Monitors work in progress and reviews completed work. Establishes performance standards, evaluates work performance, and provides advice and counsel to staff on work performance. Identifies developmental and training needs of employees and makes recommendations for approval of training. Effects minor disciplinary measures and recommends action in more serious cases. Interviews candidates for vacant positions and makes recommendations for selection.

Recommends promotions and reassignments and takes steps to recognize outstanding work through awards. Makes major decisions affecting the basic content and character of program operations, including what appropriate services should be provided. Ensures that policies and procedures are appropriate. Exercises managerial leadership in planning, development, and implementation of a comprehensive program. Manages and coordinates the effective delivery of services. Oversees coordination of all program and staff activities. Develops objectives and priorities, Identifies, and develops long and short-range plans, and ensures the development and implementation of new directions. Coordinates activities and resolves major problems encountered in program implementation. Assesses accomplishments and ensures redirection of efforts arid changes in emphasis to address redefined objectives. Monitors progress in achieving goals and makes recommendations concerning required adjustments. May be required to represent the administration at the senior management level. Provides expertise and leadership in developing integrated relationships and initiatives among District agencies, Federal agencies, and private agencies and institutions. Participates in management meetings, contributing significantly to discussions on program-related issues. Develops organizational capacity for a broad range of analytic studies and activities that enhance the ongoing development and implementation of complex community health strategic plans and policies. Responsible for program evaluations, consumer outcome analyses, and accessing and adapting innovative and emerging analytic technologies and methodologies, such as knowledge management and cost-related analyses.

Qualifications And Education
Bachelor's or graduate/higher level degree: major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education(external link) at the time the degree was obtained.

Required Qualifications :Individuals must possess at least one (1) year of specialized experience must have been equivalent to at least the next lower grade (14) level in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled, and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Extensive experience in strategic planning, performance management, and leading health equity initiatives preferred.

Preferred skills: Master's in Public Health (MPH), nursing, informatics, Social work, organizational leadership, or healthcare administration preferred. Prior government experience preferred.

Working Conditions / Environment
The incumbent must be able to carry out official duties in a variety of settings and conditions. Routine work will occur primarily in an office setting.
