The
Water Quality Senior Engineer / Project Manager
plays a key role in advancing the City's water quality programs through the planning and implementation of stream restoration and green stormwater infrastructure (GSI) projects. This position supports the City's efforts to improve water quality and enhance community resilience through water quality data-driven decisions and watershed stewardship.

This role
reports to the Water Quality Section Supervisor and
will be involved in exciting and diverse water quality-focused work, including but not limited to: leading stream and riparian corridor assessment and restoration, potentially including stream and wetland mitigation and nutrient offset; and, advocating for and leading the design and construction of GSI; developing and leading water quality studies; and supporting watershed and GSI master planning. This individual will closely collaborate with other municipal, state, and federal partners, community-based organizations, schools, and City staff to improve water quality and increase public involvement and watershed stewardship; lead a cross functional and diverse team, including staff responsible for a portfolio of water quality studies and projects, water quality monitoring activities, and volunteer programs; prepare presentations for key stakeholders including the stormwater management advisory commission; promote staff development, proactively track, evaluate, report, and continuously improve key metrics related to these responsibilities.

Occasional evening hours and Saturdays will be required to attend public meetings and events, with the ability to offset these hours to maintain a 40-hour work week.

This role qualifies for the City's Telework Program which provides the opportunity to work up to 40% of time remotely.

The
Water Quality
Senior Engineer / Project Manager
will join the Water Quality Section of the Planning and Asset Management Division, a highly collaborative team of twenty-two who develop programs and projects that enhance water quality, improve flooding, and address aging infrastructure. This group collaborates within the City and with the public to strategically identify and develop programs and projects that promote stewardship of our watersheds and improve stormwater conditions for our customers.

Collaborative watershed planning and restoration efforts, including Green Stormwater Infrastructure (GSI) implementation, stream restoration and mitigation, water quality studies, and community stewardship and engagement are critical to the success of the Raleigh Stormwater mission. The
Water Quality Senior Engineer / Project Manager
position will supervise two project engineers and a senior water quality specialist and help the City of Raleigh achieve its vision of a vibrant, resilient, and sustainable community.

Duties and Responsibilities

  • Lead stream and riparian corridor assessment and restoration, potentially including stream and wetland mitigation and nutrient offset
  • Advocate and lead the design and construction of Green Stormwater Infrastructure
  • Collaboratively assess, prioritize, develop and implement water quality studies in coordination with the watershed planning program
  • Actively develop and support watershed and GSI planning through stakeholder meetings and collaboration with other City Departments, looking for opportunities where goals align
  • Develop programs and projects to support implementation of City priorities, such Raleigh's NPDES MS4 Phase 1 permit and the Green Stormwater Infrastructure Policy
  • Provide day-to-day leadership and work with staff to promote a high-performance, customer service-oriented work environment
  • Represent the Water Quality Section in meetings with governmental agencies, community groups, professional organizations, and meeting with individuals
  • Develop programs that support equitable community engagement and promote watershed stewardship. Seek opportunities to expand stormwater's level of service
  • Support management decisions and provide direction of issue resolution
  • Lead and/or collaborate with staff on presentations, workshops, and trainings related to watershed restoration and stewardship, water quality studies, and more
  • Prepare presentations for stakeholders, including the Stormwater Management Advisory Commission, to share program goals and progress
  • Supervise staff including conducting performance evaluations, coordinating training, and implementing hiring procedures
  • Assist in managing and/or mentoring temporary staff / interns, as opportunities arise
  • This position will be required to operate a City-owned vehicle in order to visit various work sites on a regular basis

Typical Qualifications

Education and Experience:

Bachelor's Degree in Architecture, Engineering, Construction Management, or related field; 3 to 5 years' experience in architecture, engineering, construction management or related work

Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted

Licenses or Certifications:

  • Valid North Carolina Class C driver's license with a satisfactory driving record, or the ability to obtain within 60 days of hire
