The City of Fort Lauderdale seeks a Capital Projects Director.
The Capital Projects Director develops and executes a long-term plan for constructing and improving the City's buildings, facilities, and utility infrastructure. The individual in this role is responsible for the coordination, planning, and implementation of various construction projects from the conceptual and planning phase through final development. The Capital Projects Director schedules, assigns, and monitors projects; negotiates fees; and communicates the status of projects with City management and the public.
The Capital Projects Director is responsible for supervising staff, developing and managing budgets, resolving technical and other project issues, conducting field visits, negotiating and coordinating agreements and change orders, and approving payments. They are responsible for administering the planning, design, construction, development, and implementation of the City's Community Investment Plan (Capital Improvement Plan) as assigned. The incumbent is responsible for the development of operational procedures along with hiring, directing, and evaluating staff.
Work is performed under the general direction of the City Manager, or designee, with general and specific assignments received from an Assistant City Manager. Work is performed with broad latitude for use of independent judgment in the selection of work methods and procedures. Work is reviewed through meetings, written reports, and the evaluation of results obtained.
This is a Non-classified "at-will" position and not subject to Civil Service Rules or any collective bargaining agreement.
ESSENTIAL JOB FUNCTIONSEssential functions are the basic job duties that an employee must be able to perform, with or without reasonable accommodations. - Coordinates and directs the activities of the Capital Projects Department with other City work programs and departments and with other agencies.
- Prepares, guides, directs, and implements the Community Investment Plan (Capital Improvement Plan) for projects within the purview of the Department to ensure efficient utilization of Department resources for the design, construction and renovation of facilities.
- Leads the planning, construction, and project management activities associated with capital projects funded by General Obligation (G.O.) Bonds, Special Obligation Bonds, Enterprise Funds, or other funding sources.
Develops and administers the Department's annual budget.
Developes, reviews, and evaluates reports, project budgets, plans, specifications, bids, contracts, and other correspondence submitted internally or by outside agencies and consultants to ensure compliance with prescribed standards, rules, and regulations.
Coordinates bid advertisements/solicitations; attends pre-bid conferences with contractors and consultants on complex building and construction projects; assists in the evaluation of bids and makes recommendations for award of contracts.
- Oversees the preparation or review of construction cost estimates and schedules for proposed City projects.
- Assists in the coordination of consultants, project agreements, and continuing service agreements, negotiation of contracts and change orders, and resolution of contractual disputes and claims.
- Reviews and verifies consultants' or contractors' invoices and recommends approval for payment; suggests changes, additions, corrections, or modifications.
- Reviews consultants' plans and specifications at various stages of development for conformance to budget funding; monitors and evaluates consultants' cost estimates; and schedules.
- Administers and maintains contracts, agreements, and project records.
- Supervises staff and administers personnel actions in accordance with City procedures.
MINIMUM REQUIREMENTS:
- Graduation from an accredited college or university with major coursework in Public or Business Administration, Civil Engineering, Architecture, Construction Management, or equivalent.
- Minimum of seven (7) years of progressively responsible experience in the design, construction, and management of capital projects with senior-level experience of a managerial and administrative nature with large capital programs.
- Minimum of three (3) years of supervisory experience required.
- Additional qualifying experience or coursework at an accredited college or university may substitute on a year-for-year basis for the required education/experience.

PREFERRED QUALIFICATIONS:
- Registration as an Architect or Professional Engineer in the State of Florida.
- Project Management Professional (PMP) Certification.
- Experience working for a municipality or government agency.
- Experience in G.O. Bond program management, parks facility, vertical building, and underground infrastructure projects.
