Environmental Protection Specialist III
Performs advanced environmental and public health inspections and investigations under the Texas Asbestos Health Protection Act (TAHPA), Texas Asbestos Health Protection Rules (TAHPR), and the National Emission Standards for Hazardous Air Pollutants (NESHAP). Conducts compliance and complaint investigations, writes reports related to compliance and enforcement of state and federal laws, rules and regulations using appropriate software. Responds to requests from the public for information and interpretation of applicable regulations. May also perform Lead inspections and investigations under the Texas Environmental Lead Reduction Rules (TELRR). Attends and testifies in administrative hearings when necessary. Attends emergency preparedness training classes including IS-100; IS-200; and IS-700 at the minimum in accordance with DSHS policy number OS-3003, dated June 3, 2009. Actively participates and/or serves in a supporting role to meet the agency's obligations in response and/or recovery in Continuity of Operations (COOP) activation. Safe operation of either a state owned vehicle or personal vehicle is required to conduct state business and acceptable driving record must be maintained in accordance with DSHS Policy OS-3901, Fleet Operations and Management & Procedures and standards developed by the Texas Department of Public Safety. Works under very limited supervision and exercises considerable latitude for independent judgment.
Essential Job Functions
50% - Performs unannounced field asbestos compliance inspections of abatement and demolition projects as a result of notifications and complaints received from the public. Performs physical inspection of facilities involved in asbestos-related activities to determine the level of compliance with the TAHPR and the NESHAP. Collects samples when necessary, takes photographs to document observed activities. Retrieves notification data from the Regulatory Administrative System (RAS) database.
15% - Creates inspection reports after the completion of an inspection or complaint investigation using Iron Data Mobile (IDM) software, Microsoft Word and Excel. Develops a detailed summary of observations and findings during an inspection, including observed deficiencies and demonstration of supporting evidence for potential violations.
15% - Provides compliance assistance to the regulated community and the public. Answers technical questions concerning the requirements of TAHPA and NESHAP. Provides printed outreach materials and engages in public speaking assignments as needed. Review technical/inspection reports submitted by the regulated community.
5% - Performs Lead compliance inspections based on notification or complaints received from the public. Creates inspection reports after the completion of investigation using Iron Data Mobile (IDM) software. Develops a detailed summary of observations and findings during an inspection, including observed deficiencies and demonstration of supporting evidence for potential violations. Review records and ensure that the regulated community is in compliance with the relevant regulations.
5% - Attends meetings, training and conferences as needed. Attends and testifies at administrative hearings as needed. Maintains required accreditations and fulfills EPA training requirements by attending initial and annual asbestos courses in the appropriate discipline(s).
5% - Prepares weekly activity reports, prepares travel requests, travel vouchers, and performs other administrative tasks as assigned by the supervisor. Proctors state exams for licensure as needed.
5% - Performs other duties as assigned (marginal functions). Assists with responding to public health needs, including but not limited to, emergency relief duties because of disease outbreak, environmental and weather emergencies.
Education: Prefer degree or some college hours from an accredited four-year college or university with major course work in environmental or natural sciences, environmental engineering, public health or a related field.
Initial Screening Criteria
Experience: A minimum of one year of work experience conducting compliance inspections, complaint investigations, or surveys, and interpreting or explaining, and enforcing laws or regulations.
Experience and education may be substituted for one another on a year for year basis.

Knowledge Skills And Abilities
- Knowledge of state and federal regulations pertaining to environmental and consumer health including TAHPA, NESHAP, and TELRR.
- Knowledge of asbestos and its health effects; asbestos control, and asbestos-related illnesses.
- Knowledge of inspection and investigative principles, techniques, and procedures.
- Skill in performing compliance inspections, documenting evidence, collecting environmental samples, training new inspectors, and writing reports.
- Skill in public speaking.
- Skill in using computers, including word-processing software and databases.
- Skill in writing and reviewing technical reports, including asbestos and lead project documents.
- Ability to organize and prioritize workloads to meet deadlines.
- Ability to plan and execute projects with minimal supervision.
- Ability to deal tactfully and effectively with the public and the regulated community and also communicate requirements of government regulations to the public.
- Ability to work in a team environment and under minimal supervision.
- Ability to communicate effectively and intelligently with staff, regulated community, the media, and the public.
- Ability to move at least 25 lbs. of equipment, use safety equipment, climb ladders and work in confined spaces during inspections.
- Ability to provide transportation.
- Ability to maintain confidentiality of information and documents.
- Ability to work at times that may include evenings and weekends and will require overnight travel.
Additional Information
The posted salary range is the full range for this position. Agency salary policy, budget, and candidate's qualifications will dictate the final salary offer. Typically, salary offers are at the midpoint of the range, depending on qualifications or other factors unless the selected applicant is internal in which case a 7% increase may be applied for a promotion or a 3.4% increase may be applied when the selected applicant is in the same salary group but different class title and job code.
Inspections may require irregular working hours, overnight travel, and working hours other than Monday through Friday, 8:00 AM to 5:00 PM. Frequent daytime travel will be required to perform inspection duties. Must provide transportation with a personal vehicle that is licensed, inspected and insured in accordance with Texas traffic laws. While operating a personal, rental or state motor vehicle in the performance of their duties, the employee must possess a current valid Texas driver's license for the type of vehicle being operated.

This is a mobile work position headquartered in Austin. Successful applicant will be required to visit their regional state office location occasionally to complete other administrative tasks.
