This role will serve as senior advisor to the Deputy CIO and lead the agency's efforts to identify, assess and apply emerging technologies to the USPTO's changing business needs and strategic direction.DutiesExecutes technology research and development projects to identify, access, and investigate high-risk, high-return technologies possessing potential application for performance of information technology in support of mission accomplishments, based on appropriate measures to determine if they should be continued, modified, or terminated.Provides expert high-level technical advice and counsel to the Office of the Chief Information Officer and Deputy CIO, OCIO executive Office Directors, product leaders and teams, and stakeholders on matters that affect or relate to technical direction and emerging technologies, as well as current and existing functions and programs.Collaborates with peer Senior Leaders (e.g. subject matter experts in cybersecurity, cloud engineering, software engineering/solution architecture, and data management) and leads the coordination of OCIO architecture (security, infrastructure, and application architecture) and technology planning efforts to maximize, cybersecurity, resiliency, process efficiency, and cost effectiveness.Educates the OCIO senior leadership team on emerging technology, technology options, pros/cons and costs/benefits of those options. And, builds consensus for actionable technology implementation plans.Creates and maintains a technology roadmap (with a near-term (1-2 year) and long-term (3-5 year) vision that is used to demonstrate progress toward technology/business outcomes and to inform investment decisions at all levels of the agency. The roadmap addresses agency cybersecurity and resiliency expectations as well as implementations plans and associated costs.Serves as a leader and technical strategy advisor on initiatives requiring high-level strategy alignment, technical vision, management evaluation and oversight. Creates strategies for applying and optimizing technology; establishing new technology objectives in line with agency objectives; and articulating business advantages of technology development.Reengineers business processes and is accountable for post-implementation improvement efforts to enhance performance and provide increased functionality.Provides expertise in USPTO enterprise architecture to ensure all planned and developed automated information systems are compliant, following appropriate architecture, data, service, performance, and business models and guardrails to support decision-making.Adopts and institutionalizes IT security practices and policies within all technologies, infrastructure, and architectural plans and strategies.Identifies the trends and potentials of new and emerging information technologies and frameworks and provides recommendations on emerging technologies consistent with USPTO's strategic information technology plans and investments.Provides oversight and leadership to promote and ensure an effective use of resources to achieve organization goals and objectives that meet customer requirements - applies cost/benefit analysis to recommendations and decisions and makes fit-for-purpose, efficient technology choices that align with the USPTO budget and financial policies, procedures, and direction.Conducts reviews of current and potential technical solutions to ensure compliance with overall agency strategy and confirms the soundness of technical approaches.>>If you're excited to take on this challenge, APPLY NOW on USAJOBS by 11/27/2025>> LEARN MORE about the USPTO's comprehensive work-life balance package and benefitsQualifications** To be considered, your resume must not exceed two-pages **Professional Technical Qualifications (PTQs):All candidates must show evidence in their resume of the following mandatory technical competencies to meet basic qualifications for this position.PTQs:Expert knowledge of and demonstrated hands-on delivery experience in a wide range of technology and services - candidate must prove hands-on delivery past performance in at least two of the following areas and demonstrate knowledge and ability across all of the following: enterprise architecture; data architecture, database management, and data warehousing/analytics; cloud computing; software and application development; hardware; networking; cybersecurity; IT operations, and distributed digital voice and data networks.Demonstrated leadership ability and expert knowledge to lead strategic and tactical enterprise-wide emerging technology initiatives to improve and enhance information technology security, development/delivery, operations, and lifecycle management in direct support of defined business objectives across a large, multifunctional technical organization which includes a blended workforce consisting of employees and contractors/vendors.Examples of relevant qualifications for the role can be found on the USAJOBS posting.EducationStrongly preferred education level is a bachelor's degree or higher with a focus on Computer Science, Math, Engineering, or other technical related field.Conditions of employmentApplications will only be accepted from United States Citizens and Nationals.
