About the Department:

The Information Technology Services Department is responsible for enterprise technology operations for the City of Alexandria. ITS provides technology services and solutions to City departments to enhance service delivery. ITS aligns its work with City needs by providing leadership, resources, expertise, and products that enable departments to better serve the City's residents, businesses, and visitors. ITS resources support initiatives funded through the multi-year Information Technology Capital Improvement Plan (IT/CIP) to improve the overall technology landscape. The City of Alexandria's ITS Department has been a Top Ten National Finalist in the Digital Cities Award program for over the past 19 years.

An Overview

The Department of Information Technology Services (ITS) is seeking an Administrative Services Division Chief to take ownership of the City of Alexandria's ITS Department administration, including financial and human resources functions. A successful candidate will be responsible for providing overall leadership and oversight to a staff of three. This senior IT executive will report directly to the City of Alexandria's Chief Information Officer.

The Opportunity - Examples of Duties

  • Performs highly responsible management functions supervising and directing the activities of the Division of Administrative Services, including fiscal operations (operating, capital, and special revenue) and human resources;
  • Directs, manages, and supervises the Division's employees and ensures that program objectives and outcomes are achieved;
  • Trains Administrative Division staff to understand their role in the success of departmental operations;
  • Assesses the Department's administrative needs and challenges, and reallocates or secures resources to meet those needs;
  • Considers the needs of all ITS divisions when developing or enacting policies and procedures;
  • Oversees the Department's talent acquisition and on-boarding;
  • Prepares Requests for Proposals (RFPs) and manages contracts for the Department;
  • Supervises the maintenance of various confidential files such as personnel and financial records;
  • Conducts or oversees research into personnel-related issues, report preparation, and policy formulation;
  • Prepares, and monitors expenditures against personnel and non-personnel accounts;
  • Provides guidance and assistance to Department leadership regarding Federal/State/City personnel laws, regulations, and procedures, and in resolving personnel problems;
  • Oversees or performs the management of payroll, purchasing and procurement, travel reimbursements, and grant management;
  • Oversees or drafts timely communications to promote participation in, or acceptance or understanding of, various department or City initiatives.
  • Provides guidance on departmental operations, with an understanding of how departmental actions may impact City operations.

Essential Knowledge, Skills

The ideal candidate for this position will possess extensive knowledge of all administrative services, including budgeting, accounting, purchasing, property and facility management, and human resources. They will present and defend the budget, supervise accounting and purchasing activities, and develop and implement internal administrative procedures. The ideal candidate will be able to demonstrate a history of excellent judgment and outstanding communication skills (both oral and written). They should be adept at collaborating effectively with colleagues within and without the Department, as well as possess the capability to lead cross-functional teams.

Minimum & Additional Requirements

A Bachelor's degree in Management, Business Administration, Finance, or related field.Six (6) years of experience in a support function such as human resources, purchasing, accounting, budgeting, policy development, etc.Two (2) years of experience in a lead or supervisory capacity. Degree requirements may be substituted with an equivalent combination of education, training, and experience.

Preferred Qualifications

Four-year college degree in Human Resources, Public Administration, or Public or Business Administration; five (5) years' experience developing, monitoring, and managing budgets and fiscal operations, and working in Human Resources administration. Experience working in an information technology (IT) environment is highly desired.
