Position Summary:

The Chief Human Resources Officer (CHRO) will lead and oversee the development and execution of human resources strategies that promote an equitable, transparent, and efficient workplace. This role is responsible for aligning HR strategy, policies, and initiatives with the Tribal Government's organizational goals. The CHRO will provide strategic HR leadership, foster inter-branch communication, and reinforce administrative consistency and employee engagement across government operations.

Essential Functions:

  • Lead the development and execution of HR strategies, policies, and initiatives aligned with Tribal Government goals.
  • Oversee recruitment, selection, employee relations, benefits, compensation, training, and HRIS systems.
  • Provide strategic leadership and direction to the HR team, ensuring operational efficiency and accountability.
  • Develop and maintain clear departmental goals, workflows, and performance standards.
  • Investigate and resolve employee grievances and disciplinary issues in compliance with policies and laws.
  • Partner with the Attorney General on employment law matters and workplace investigations.
  • Prepare and present reports to Administration and Tribal Council on staffing, recruitment, and HR metrics.
  • Streamline HR processes to improve efficiency and eliminate duplication.
  • Manage HR departmental budget, staffing plans, and resource allocation.
  • Ensure compliance with all federal, state, and Tribal employment laws and regulations.
  • Advise management on consistent application of policies, performance management, and employee development.
  • Oversee and maintain accurate employee records and HRIS data.
  • Foster a positive, equitable, and transparent workplace culture.
  • Collaborate with division leaders to address organizational needs and support strategic initiatives.
  • Perform other duties as assigned and related duties to maintain and enhance HR and government operations.

  • In-depth knowledge of HR management principles, practices, and employment laws.
  • Understanding of Tribal Government structure, laws, culture, and employee rights.
  • Strong leadership skills with the ability to inspire, motivate, and hold staff accountable.
  • Expertise in employee relations, investigations, and conflict resolution.
  • Skilled in organizational planning, change management, and strategic problem-solving.
  • Ability to interpret complex laws, regulations, and policies accurately.
  • Strong analytical and decision-making skills under pressure.
  • Excellent communication and presentation skills for diverse audiences.
  • Ability to build collaborative relationships across departments and stakeholders.
  • Proficiency with HRIS systems and Microsoft Office Suite (Word, Excel, Outlook).
  • Skilled in budget development, monitoring, and resource management.
  • Ability to balance strategic leadership with hands-on HR operations.
  • Strong organizational skills to manage multiple priorities and deadlines.
  • Commitment to continuous improvement and maintaining a fair, inclusive workplace.
  • Ability to maintain confidentiality and handle sensitive matters with discretion.

Minimum Qualifications:

  • Bachelor's degree in Human Resources, Public Administration, Organizational Development, Business Administration, or a closely related field (Master's preferred).
  • A minimum of seven (7) years of progressively responsible HR experience, including recruitment, compensation, employee relations, training, and benefits.
  • A minimum of five (5) years of experience involving full supervision of professional staff members is required.
  • HR leadership experience in Tribal government organizations or enterprises preferred.
  • Professional Human Resources Certification is preferred.
  • Possession of a valid driver's license, transportation, and insurance is required.
  • Must pass a background security check prior to employment.
  • Must pass a pre-employment drug screen and random drug tests as requested over the course of employment.
  • Ability to work evenings, weekends, and travel in and out of state for training, conferences, and meetings as needed.
