Summary

The General Ledger and Accounts Payable (GL/AP) unit is seeking a Business and Finance Officer IV to assist program staff to meet the fiscal monitoring and processing needs of contracts. The incumbent will be a fully proficient accountant and perform a variety of accounting functions including maintaining ledgers, preparing or reviewing initial entries, providing information for the budgeting process, preparing year-end accruals, reviewing grant billings, preparing fund-level reconciliations, assisting in federal, state, and local reporting, and interacting with customers and vendors to resolve complaints and concerns.

Background

The GL/AP unit in Accounting Services maintains the oversight of all EBS entries and the balance sheet of Public Health. Provide a wide spectrum of financial control, support and guidance to all division finance teams.

Work Schedule

Typical work schedule for this position is Monday to Friday, 8:00 am to 5:00 pm. This is an Exempt position and is not subject to the Fair Labor Standards Act and is not overtime eligible.

Work Location

The GL/AP unit - Accounting Services team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is Chinook Building located at 401 Fifth Avenue, Seattle, WA 98104.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Job Duties
  • Supervise and lead the General Ledger and Accounts Payables (GL/AP) Unit, including hiring, planning work assignments and conducting employee development and performance evaluation.
  • Ensure reconciliations between balance sheet, subledgers within EBS, and subsidiary side systems and prepare reconciling journal entries as needed.
  • Direct the yearend close process by identifying the need for accruals (revenue and expenditure), assisting program staff in estimating the value of such accruals under GAAP, and recording these accruals in the County's general ledger system Oracle eBusiness Suite (EBS).
  • Provide guidance and oversight over all journal entries that are posted by the GL/AP team.
  • Collaborate with King County agencies and external vendors/customers to ensure payment and distribution of costs on a timely manner.
  • Develop and oversee department wide cost allocations and revenue distributions.
  • Develop and oversee department wide burden rate creation, analytics, reconciliations and corrections
  • Continuously develop systems and templates that serves as working toll for GL/AP and other staff
  • Provide oversight over the departments assets, cash and cash equivalent spending, gift cards, inventory of fixed and other small assets.
  • Provide guidance and oversight to more than 100 purchase card users, ensuring deadlines and other indicators are met on a regular basis.
  • Take leadership in understanding, interpretation and implementation of new GASBs.
  • Provide technical support and guidance for the Medicaid Administration Claim program.
  • Direct the division's internal and external audit process, responses to audit concerns and findings, and oversight of any corrective action that may be needed.
  • Collaborate internally with finance mangers in budget, payroll, program and the county's Finance and KC partners.
  • Collaborate with external parties including with other governments, auditors, consultants and vendors.
  • Ensure provision of ongoing support to program staff by reconciling ledgers, identifying allowable and unallowable charges in the County's financial system for various grants and preparing financial reports for program staff.
  • Monitor the status of aging Purchase Orders and other performance metrics and work accordingly with division staff and funders.
  • Adjusting to changing priorities and handling multiple tasks simultaneously with attention to detail.
  • Provide authoritative technical and analytical expertise in resolving grant-related issues.
  • Provide support in vetting and hiring of department-wide finance staff.
  • Perform routine, miscellaneous and ad hoc leadership duties, cover AR team roles, as well as other related tasks as required.
Experience, Qualifications, Knowledge, Skills

Our ideal candidate will demonstrate the following (Minimum):

  • Bachelor's Degree or above in Accounting, Business, Economics or Finance, and/or 2-4 years' work experience with certification as CPA, CMA, CGFM or government finance supervisory role, and/or experience with equivalent combination of experience and education which provides the applicant with the desired skills, knowledge and ability required to lead an accounts receivable team.
  • 5+ years' experience with Generally Accepted Accounting Principles (GAAP), Government Standard Accounting Board (GASB), and Generally Accepted Auditing Standards (GAAS).
  • Advanced working knowledge of and skill in governmental accounting.

  • Evaluating and recommending internal controls.

  • Exercising sound professional judgments in maintaining confidentiality, releasing information and forecasting consequences of decisions made and recommendations offered.
  • Advanced aptitude with Microsoft Excel; proficient with Microsoft Access and Microsoft Word.

  • Advanced knowledge of and ability to understand, interpret and apply federal, state, and local legislative guidelines.

  • Advanced knowledge of grant management and grant billing requirements for federal, state, and local awards and contracts.
  • Advanced knowledge of and skill in applying theories, principles and practices of accounts receivable administration.
  • Analytical thinking and problem solving.

  • Utilizing computerized, manual, and automated financial management systems.

  • Communicating effectively both orally and in writing.
  • Maintaining effective working relationships and working with a variety of individuals representing diverse cultures and backgrounds.
  • Interpreting laws, regulations, agreements, ordinance codes and resolutions.
  • Creating complex computerized spreadsheets and word processing documents.
