General Statement of Duties:

The work includes managing all program operations of the Virginia Initiative for Education and Work (VIEW), the Supplemental Nutrition Assistance Program Employment and Training (SNAP-ET) Program, and Family Services for the Department of Community and Human Services (DCHS). VIEW is a TANF-funded initiative that provides employment, education, and training services to help participants develop skills, gain work experience, and secure sustainable employment.

The position supervises Employment & Training Specialists (ETS) to ensure delivery of comprehensive employment services, including career planning and counseling, educational and training activities, internships, vocational evaluation, job readiness training, job search assistance, job development and placement, and planning/execution of employment recruitments and career fairs. The manager also ensures program oversight and compliance with federal and state policies, develops partnerships to enhance program outcomes, and ensures that programs meet local, state, and federal performance targets. Additionally, the position supervises Family Services Specialists who support VIEW and SNAP-ET clients with childcare, emergency, and other social service needs impacting employment goals. The Benefit Programs Supervisor is distinguished from the Benefit Programs Manager by the latter's responsibilities for supervising Supervisors and managing program performance.

Examples of Duties:

  • Maintain thorough knowledge of current local, state, and federal policies and regulations regarding VIEW, SNAP-ET, Child Care, and other related programs; serve as an internal expert on program policy.
  • Provide administrative and programmatic oversight and supervision, including training staff, interpreting policy, counseling, reviewing case records and management plans, and analyzing personnel and workload needs.
  • Develop and monitor case management procedures that address and remove barriers to employment, including for clients with disabilities or limited English proficiency.
  • Implement processes that increase accuracy, efficiency, and effectiveness of VIEW, SNAP-ET, and Child Care programs, including new policies, corrective actions, staffing alignment, and data monitoring (e.g., placements, average wage, job retention).
  • Prepare weekly and monthly reports with data analysis for departmental leadership.
  • Evaluate and authorize support services for clients through DCHS and city/private vendors; develop and monitor program budgets for such services.
  • Review and approve weekly time and attendance for program staff.
  • Serve on committees at the Department, city, and state level, including the Virginia TANF and Employment Services Program committee; represent programs to community agencies.
  • Participate in hiring and personnel actions, including panel interviews, recommendations, and disciplinary decisions.
  • Develop and maintain partnerships, grant opportunities, and resources with other city departments, businesses, nonprofits, and training institutions to advance program goals.
  • Actively participate as a member of the Workforce Development Center leadership team.
  • Develop and write annual workforce plans for the department, securing local and state approvals.
  • Perform other duties as assigned.

Essential Knowledge, Skills, and Abilities:

Ability to maintain effective relationships with agencies and organizations, and excellent verbal and written communication skills.

Minimum Qualifications:

Considerable experience in making eligibility determinations and in using automated systems for public assistance programs, including some experience in a supervisor or lead capacity with some experience with basic computer skills and automated systems for public assistance programs and or a related field; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. Thorough knowledge of employment and training needs of unemployed and economically disadvantaged populations; Knowledge of employment and training activities/services and delivery systems; Counseling and guidance principles; Ability to plan, direct, and evaluate the work of others; Ability to assess client needs and plan appropriate employability services.

Bachelor's degree in the human services field and human services program experience in a lead or supervisory capacity OR any equivalent combination of training and experience which provides the required knowledge, skills and abilities.

Preferred Qualifications:

Four-Year College Degree; Master's degree in Human Services, Business or Public Administration, Social Work, or related field; Considerable experience in Employment and Training programs; Some experience in Public Benefits such as TANF, SNAP, and/or Child Care; Demonstrated experience addressing employment and training needs of diverse populations, including unemployed or underemployed individuals, individuals with disabilities, and refugees.
