The North Plainfield School District, a culturally diverse school district in Somerset County serving approximately 3,600 students Pre-K through grade 12, seeks a dynamic, enthusiastic and innovative professional for the position of Director of Human Resources.
The Director of Human Resources is responsible for the administration of the department including systems for hiring, placement of personnel, promotion, evaluation, employee discipline, compensation, contract interpretation, employee relations, personnel record keeping and staff development in accordance with state and federal regulations, district policies and collective bargaining agreements.
Qualifications Include:
- Valid New Jersey Certification as School Administrator(Standard/CE)
- Minimum of a Master's degree
- Five (5) years of administrative experience
- Provides vision and leadership to the department and organizes, manages, evaluates, and supervises effective and clear procedures for the operation of a comprehensive system of personnel recruitment and management and human resources development.
- Coordinating student clinical placements with partner institutions, supervision of placement assignments, and conducting regular check-ins with clinical interns to monitor progress and address needs.
- Serves as a member of the district leadership team and works collaboratively with team members in their respective areas of responsibility.
- Manages procedures to ensure the recruitment and recommendation of highly qualified personnel to fill vacancies within the district. Ensures that all recruitment and selection procedures meet contractual and legal obligations, certification requirements and board policy. Serves as a liaison to colleges and professional organizations for recruitment and retention of teachers.
- Establishes procedures for and supervises the assignment, reassignment, transfer, or termination of personnel, including recommendations to the superintendent of schools for board approval and notifying affected personnel in writing of board decisions. Manages, when necessary, a reduction-in-force (RIF) program, following established timelines, procedures and seniority rules. Assists affected staff in understanding options and procedures.
- Establishes and maintains the district's system of accurate personnel records for all past and present employees. Ensures that the system of personnel records protects the rights of the individual for due process and privacy and complies with state and federal law and district policy.
- Assists with the development of the annual school budget that accurately reflects all staff in the appropriate accounts and their assignments, and documents such with reports, including the district's Position Control Roster.
- Prepares and submits reports as required by law and regulation or as requested by the superintendent of schools.
- Updates and maintains a current file of job descriptions for the school district.
- Provides assistance in the handling of employee issues, conflicts and disputes, keeping abreast of new theories, trends, and practice pertaining to grievance, legal matters, conflict resolution, suspension and termination. Participates in the grievance process with the district leadership team.
- Oversees all state mandated training utilizing online and in-person training as required.
- Determines the HR training needs throughout the school system; develops and plans training programs to meet the established needs; coordinates the implementation of both on-going and special interest training programs.
- Develops methods of interaction between employees and managers concerning job responsibilities in order to enhance job satisfaction, solve job-related problems and improve organizational effectiveness; assists in creating a work environment which emphasizes a commitment to service as a means to achieving personal satisfaction.
- Gathers and analyzes data to assist with contract negotiations, and provides information to the Superintendent of schools in the negotiations process as appropriate.
- Oversee the teacher evaluation process to ensure all TEACHNJ requirements are fulfilled and evaluations are completed in a timely manner in accordance with district timelines.
- Provide training and support to administrators on inter-rater reliability practices to ensure consistency and calibration in the observation and evaluation process.
- Acts as the district's 504 Officer for the staff, processing yearly requests and consulting the district's school physician when necessary.
- Manages all aspects of the Provisional Teacher Program, including training mentors, assigning mentors. Coordinates New Teacher Induction.
- Reviews, approves and processes all staff requests for tuition reimbursement following contractual requirements.
- Monitors the effectiveness of the district certificated and non-certificated substitutes, substitute system, including recruitment, interviewing, training and long-term assignments.
- Attends Board of Education meetings as requested by the Superintendent. Serves as a member of the Personnel Committee.
- Performs all other duties as may be required by the superintendent.
