Job Summary: 

The Proposals Manager role requires a highly organized and execution-driven position with deep experience in Defense and Aerospace Electronics Manufacturing Services (EMS). This position is responsible for the hands-on leadership and management of a high volume of complex RFQs, RFPs, and RFIs, ensuring accuracy, urgency, and strict compliance. The role actively contributes to quote development while coordinating critical inputs from Engineering, Purchasing, Quality, and Program Management. The position is designed for an environment that moves quickly, demands structure under pressure, and relies on consistent accountability, clarity, and urgency to drive successful outcomes.

Key Responsibilities: 

· Own and execute the full proposal lifecycle for a high volume of complex customer RFQs, RFPs, and RFIs.

· Act as a working leader, personally contribute to quoting activities while guiding the broader proposal process.

· Coordinate inputs from Engineering, Purchasing, and Operations to ensure quotes are complete, accurate, and technically compliant.

· Ensure proposals meet Defense customer expectations, including DFARS, ITAR, and other flow-down compliance requirements.

· Maintain the quote calendar, ensure internal reviews occur 2–3 days prior to submission deadlines.

· Lead proposal review meetings, enforce ownership of action items, and track deliverables to completion.

· Work closely with the Sales Engineer and Proposal Coordinator to align on technical, schedule, and material inputs.

· Conduct post-submission reviews, document lessons learned, and implement process improvements.

· Report on quote KPIs such as win/loss rates, on-time delivery, and rework/revision frequency.

Qualifications: 

· 5+ years of experience in Proposals, Quoting, or Program Management within a Defense/Aerospace EMS environment.

· Demonstrated success managing a high throughput of complex quotes under tight deadlines.

· Strong knowledge of electronic manufacturing processes, BOM structure, DFM/DFT principles.

· Familiarity with ITAR, DFARS, CUI, and Defense customer compliance requirements.

· Proficiency with quoting tools such as CalcuQuote and ERP/MRP systems.

· Strong leadership presence with the ability to drive cross-functional accountability.

· Exceptional communication, organizational, and time management skills.

Preferred Qualifications: 

· Experience leading proposal responses for major Defense primes (e.g., RTX, Lockheed, BAE, Northrop).

· Understanding of government proposal structures, including IDIQ, technical volume, and compliance packages.

· Familiarity with industry certifications (AS9100, ITAR registration, etc.)
