Overview
Our client is seeking a seasoned financial management professional to lead budgeting and execution efforts in support of government IT programs. This person will collaborate with both military and civilian stakeholders to develop, monitor, and manage multi-year funding strategies and deliver actionable financial analysis to guide leadership decisions.
The ideal candidate is detail-oriented, proactive, and brings hands-on experience in federal budget formulation, execution, and reporting within fast-paced, high-visibility environments.
Key Responsibilities
- Support planning, development, and execution of annual and multi-year budgets.
- Develop analyses, spend plans, forecasts, and reports to support program funding strategies.
- Prepare and process funding documents and requisitions using authoritative financial management systems.
- Monitor and track multiple concurrent funding actions (e.g., contracts, inter-agency agreements, personnel actions, IT procurement).
- Analyze and interpret financial system data and provide recommendations based on status of funds and execution.
- Track commitments, obligations, and expenditures; identify and resolve issues.
- Prepare budget justification materials to support senior leader decision-making.
- Assist with developing long-range financial plans and program submissions.
- Coordinate with stakeholders to meet required execution timelines and compliance standards.
- Lead or mentor junior team members and collaborate with cross-functional stakeholders.
Qualifications
Minimum Requirements
- Bachelor's degree in Finance, Accounting, Business, or related field (or equivalent professional experience).
- 10+ years of relevant federal financial management experience.
- Demonstrated experience managing budget formulation and execution for large programs.
- Proficient in preparing funding documents, tracking financial actions, and developing budget reports.
- Ability to produce timely and compliant deliverables while managing multiple priorities.
- Strong communication skills, both written and verbal.
Preferred
- Prior DoD financial management experience
- Experience working with cross-functional teams in a government program or acquisition environment.
- CDFM, CGFM, PMP, or equivalent certification.
- Experience with BI tools for financial dashboards.
- Ability to work onsite at the Pentagon or other government facility as required.
Desired Skills and Experience
Expertise in budget formulation, execution, and financial planning
Hands-on experience preparing funding documents and requisitions
Ability to manage multiple concurrent funding actions (contracts, personnel, IT procurement)
Strong understanding of DoD financial processes and appropriations
Experience with financial reporting and data analysis
Proficient in financial management systems
Ability to interpret and present financial data to senior leadership
Skilled in developing forecasts, spend plans, and dashboards (Power BI / Tableau preferred)
Strong written and verbal communication skills
Proven ability to work effectively with government/military teams
DoD FM experience preferred
CDFM or CGFM certification a plus
Ability to work on-site (Arlington/Pentagon) as needed
Capable of mentoring junior team members and leading deliverables
Highly organized, detail-focused, and able to meet tight deadlines
