Chief Cloud and Computer Engineer

e&e is seeking a Chief Cloud and Computer Engineer a hybrid contract opportunity in Harrisburg, PA

The Chief Cloud & Compute Engineer is responsible for providing leadership, strategic direction, and operational oversight of enterprise-wide cloud and compute technologies. This position ensures that cloud and compute operations align with executive vision, strategic goals, and established technology roadmaps. The Chief Cloud & Compute Engineer will drive standardization, optimization, and innovation across hybrid and multi-cloud environments while maintaining high levels of service performance, compliance, and resilience.

Responsibilities:

• Lead the Cloud and Compute Architecture and Engineering teams, establishing best-practice policies for design, delivery, and management of enterprise systems and services.
• Align enterprise technology needs and offerings with strategic objectives defined by executive leadership.
• Interpret emerging technology and market trends to inform cloud and compute roadmaps and standards.
• Cultivate a unified, customer-centric culture across IT teams and agencies, promoting accountability and service excellence.
• Oversee day-to-day operations of cloud and compute systems in a matrixed environment, ensuring SLA and KPI adherence.
• Develop and maintain performance dashboards, reports, and executive summaries reflecting operational metrics and continuous improvement.
• Establish and enforce operational standards for system resiliency, business continuity, and disaster recovery readiness.
• Provide project leadership for the design, implementation, and optimization of enterprise infrastructure and cloud operations.
• Develop business cases, cost-benefit analyses, and justifications for technology investments and optimization initiatives.
• Define and maintain policies, processes, and procedures for cloud and compute operations, ensuring compliance with governance frameworks.
• Identify, assess, and mitigate risks related to enterprise technology operations and investments.
• Lead ITSM process adoption and improvement efforts, ensuring measurable progress in incident, problem, change, and knowledge management.
• Collaborate with executive leadership to plan, evaluate, and measure the performance of enterprise IT services.
• Facilitate the ongoing maturity of service management processes and metrics across the enterprise.
• Represent the enterprise in strategic discussions, planning sessions, and technology evaluations.
• Travel as required, including occasional overnight engagements.

Requirements:

Leadership & Strategic Alignment

• Minimum 5 years of experience leading Cloud and Compute Architecture/Engineering teams in a large enterprise or public-sector environment.
• Proven ability to align technology standards and strategy with CIO/CTO vision and organizational objectives.
• Demonstrated success in guiding matrixed teams that support enterprise, agency, and customer-facing operations.
• Strong track record of fostering a unified, customer-oriented culture across distributed IT teams.

Service Management & Operations

• Hands-on experience in ITSM design, implementation, and improvement (Incident, Problem, Change, Knowledge, Service Catalog).
• Demonstrated ability to define, track, and improve SLA/KPI metrics through data-driven performance management.
• Experience implementing governance and service measurement frameworks for enterprise IT environments.

Cloud Architecture & Platforms

• Deep technical experience designing, deploying, and managing solutions across AWS (EC2, VPC, IAM, S3, CloudFormation, CloudWatch) and Microsoft Azure (VMs, VNets, Resource Manager, Monitor, Security Center).
• Strong understanding of hybrid and multi-cloud architectures, interconnectivity, workload migration, and policy enforcement.
• Expertise in IaaS and PaaS architecture, automation, and optimization for cost, performance, and security.
• Experience with cloud governance, tagging standards, role-based access control, and compliance enforcement.
• Familiarity with government or regulated cloud environments such as AWS GovCloud or Azure Government.

Certifications (Highly Desired)

• AWS Certified Solutions Architect – Professional or equivalent
• Microsoft Certified: Azure Solutions Architect Expert or equivalent
• ITIL v4 Foundation or higher
