Job Description:

The Utility/Permit Coordinator supports highway improvement projects by reviewing permits, coordinating utility relocations, and ensuring compliance with engineering standards and regulations. This role works closely with engineers, utility companies, contractors, public agencies, and internal teams to minimize project delays, resolve conflicts, and ensure safe and compliant utility placement within highway rights of way.

Responsibilities

  • Review, process, and coordinate permits, utility agreements, and engineering plans related to highway and utility work
  • Develop and coordinate utility relocation strategies for facilities impacted by highway projects, including water, sewer, gas, electric, and telecommunications
  • Prepare utility analyses, preliminary routing reports, schedules, plans, and cost estimates
  • Authorize and administer utility relocation agreements, encroachment permits, and related contracts
  • Review highway plans at various stages to verify accuracy of utility data and identify conflicts
  • Coordinate technical reviews with internal subject matter experts to ensure compliance with applicable codes, standards, and regulations
  • Conduct field inspections and site reviews during permitting, construction, and utility relocation activities
  • Track permit reviews, project schedules, and records to ensure deadlines are met
  • Participate in preconstruction meetings, site visits, and utility coordination meetings
  • Assist with permit amendments, unforeseen conditions, and emergency utility or roadway issues
  • Provide guidance and technical assistance to utility companies, contractors, and internal staff
  • Assist the supervisor with plan reviews, construction coordination, and departmental meetings

Requirements:

  • Associate's degree in engineering technology and/or 6+ years of technician experience
  • Ability to read and interpret highway and utility plans.
  • Ability to organize, plan, and complete work independently or with limited supervision.
  • Knowledge of utility accommodation, access management, highway design, drainage, and construction practices.
  • Knowledge of NCDOT policies related to utility placement and relocation
  • Ability to coordinate multiple projects and priorities
  • Excellent communication skills.
  • Ability to use standard computer applications, including word processing and spreadsheets
