Responsibilities

We're looking for an AI Policy Researcher who will support the Value Research Team in tracing and analyzing legislation, guidance, and policy to guide an agency's AI adoption strategy. The role is focused on research, analysis, and strategic thinking that informs our client's AI maturity development. The ideal candidate blends deep healthcare policy knowledge with analytical skills, federal agency experience, and a passion for advancing responsible AI adoption within government contexts.

Key Responsibilities: 

  • Policy Analysis - Analyze AI-related federal policy, directives, and legislation to determine impacts and implications on AI maturity development.   
  • Maturity Assessment - Evaluate the status quo for AI adoption and development frameworks to measure and advance AI maturity across the agency. 
  • Infrastructure Monitoring - Monitor the AI infrastructure landscape and assess implications for agency operations and strategic planning. 
  • Strategic Road Mapping - Contribute to road mapping efforts that recommend actions and priorities for AI implementation within the federal agency.  
  • Cross-Functional Collaboration - Work with technical teams, leadership, and stakeholders to translate policy insight into actionable guidance.  
  • Trend Forecasting - Identify emerging policy trends and regulatory developments that may impact future AI initiatives.  
  • Documentation and Reporting - Create comprehensive reports, briefings, and presentations that communicate complex policy implications to various audiences. 

Additional details: 

  • Hybrid work model with flexibility. Associated Noblis location options include Reston, VA, Woodlawn, MD, and Washington, D.C.
  • Local monthly travel may be required for team meetings.

Required Qualifications
  • U.S. Citizenship, or U.S. Permanent Residency with a minimum of 3 years of U.S. Residency.
  • Advanced degree, such as a Master's Degree, J.D., or similar, and minimum 3 years experience AI policy and general policy analysis, with demonstrated experience in policy interpretation and impact assessment.
  • Proficiency in policy research methodologies, regulatory analysis, and the ability to synthesize complexity information from multiple sources. 
  • Strong written and verbal communication; able to translate technical policy language into clear, actionable guidance for diverse stakeholders. 
  • Experience working with technical teams, agency leadership, and external policy bodies; comfortable presenting to senior leadership. 
  • Knowledge of AI / ML fundamentals and how they intersect with federal policy, regulations, and governance frameworks. 
  • Familiarity with federal agency operations, compliance requirements, and the legislative process.  
Desired Qualifications
  • Experience developing AI maturity models or assessment frameworks for organizations.
  • Experience supporting federal agency policy analysis.  
  • Experience in healthcare policy interpretation and impact assessment. 
  • Background in public policy, government affairs, or related fields with technology focus. Preferably experienced in analysis of healthcare policy.
  • Familiarity with ethical AI principles and responsible innovation frameworks.
  • Experience contributing to strategic planning or road mapping initiatives.
  • Knowledge of federal IT modernization efforts and digital transformation strategies.

Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis' total compensation package.
