JOB TITLE: SERGEANT – HEADQUARTERS
DEPARTMENT OF PUBLIC SAFETY
GENERAL STATEMENT OF JOB
Under limited supervision, handles fleet maintenance of the patrol vehicle fleet, supervises firefighting crews at incidents but not limited to fires, emergency medical calls, hazardous material incidents, rescue and auto extrications. Oversees station and equipment maintenance and testing, instructs and participates in training. Ensures the accurate and complete documentation of all station activities. Supervises subordinate personnel through the chain of command. Performs general law enforcement work as required. Reports to the Captain – Fire, Training and Administration.
SPECIFIC DUTIES AND RESPONSIBILITIES
ESSENTIAL JOB FUNCTIONS
The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this position title. The omission of an essential function does not preclude management from assigning duties not listed herein if such functions are a logical assignment to the position.
Maintains court security when court is in session in North Augusta Municipal Court.
Meets with walk in complainants in the lobby at Headquarters to write incident reports or provide further guidance.
Supervises personnel through the chain of command; supervisory duties include scheduling; instructing; assigning, reviewing and planning work of others; maintaining standards; coordinating activities; allocating personnel; acting on employee problems; and recommending employee discipline, transfers, promotions and discharge.
Reviews the work of subordinates for completeness and accuracy; evaluates and makes recommendations as appropriate; offers advice and assistance as needed.
Participates and instructs in personnel training as appropriate.
Responds to fire alarms and other emergencies within City limits and within the County when requested by proper authorities; takes command of scene until relieved by a superior officer; determines necessity of additional personnel and/or equipment at the scene.
Directs and participates in firefighting, emergency medical response, rescue (high angle and confined space), hazardous materials incident response and automobile extrication.
Documents all fire and other emergency incidents and responses.
Assists in supervising and performs general law enforcement duties as necessary, including but not limited to responding to public calls for assistance, maintaining order and public safety, apprehending and arresting suspected law violators and criminal suspects, transporting prisoners, collecting evidence and participating in investigative operations.
Supervises all daily building operations, including cleaning and maintenance.
Inspects personnel, equipment and station for compliance with established policies, procedures and standards of safety.
Assists in ensuring department compliance with all OSHA, ISO, DHEC and other agency regulations and guidelines, as well as emergency medical protocol.
Ensures the police vehicle fleet is kept in proper and safe condition; implements corrective action for equipment in need of repair or maintenance. Maintains related records.
Procures and maintains inventory of all building supplies and equipment.
Assists in coordinating department activities with other City departments and other local, state and federal organizations as necessary or appropriate.
Participates in fire prevention and fire safety education activities.
Participates in public relations efforts as necessary to maintain a cooperative and positive relationship between the department and the community.
Attends periodic training sessions; maintains required level of proficiency in the use of firearms.
Receives and responds directly to citizens' inquiries, concerns and complaints concerning department activities and personnel.
Receives and reviews various records and reports, including incident reports, fire reports, activity reports, routine reports, case files, training requests and reports, citizen complaints, use of force reports, memos, correspondence, etc.
Prepares various documents, including incident reports, fire reports, employee evaluations, request forms, schedules, training reports, and various other records, reports, memos, correspondence, etc.
Refers to policy and procedure manuals, codes, regulations, laws, maps, statutes, training manuals, professional periodicals, etc.
Operates various types of office equipment, machinery and tools in the performance of duties such as a computer, printer, calculator, radio equipment, telephones, fax machine, copier. Operates/uses a variety of police / fire / medical equipment, including a police vehicle, fire apparatus and aerial truck, firearms, defibrillator, breathing apparatus, etc.
Uses office and computer supplies, restraining devices, protective gear, fingerprint kit, fire suppression equipment, forceable entry tools, first-aid supplies, cameras, and a variety of other fire- / police-issued materials and supplies.
Performs fleet maintenance on patrol vehicle fleet.
Conducts field training for Fire Division and Patrol Division recruits.
ADDITIONAL JOB FUNCTIONS
Performs fire inspections upon request.
Completes Pre-Incident plans.
Installs new equipment on fire apparatus and patrol vehicles as necessary.
Drafts Requests for Pricing to establish City contracts with vendors.
Obtains bids for work to be completed by outside vendors.
Coordinates work with outside vendors.
Removes equipment and department insignia from decommissioned vehicles.
Conducts tours of the station as requested.
Performs general administrative work as required, including but not limited to attending and conducting meetings, preparing reports and correspondence, entering and retrieving computer data, answering the telephone, copying and filing documents, etc.
Performs other related duties as required.
MINIMUM TRAINING AND EXPERIENCE
Requires an associate degree supplemented by three to five years of experience in fire suppression and/or law enforcement, or any equivalent combination of training and experience which provides the required knowledge, skills and abilities. Must have successfully completed required Fire Academy coursework and possess required fire service certification(s); must have successfully completed required law enforcement courses and possess required law enforcement certification(s). Must possess a valid S.C. driver's license.
MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED
TO PERFORM ESSENTIAL JOB FUNCTIONS
Physical Requirements: Must be physically able to operate a variety of machines and equipment including a fire engine, vehicles, firefighting equipment, computer, basic office equipment, telephone/radio, firearms, etc. Must be able to exert up to twenty pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Physical demands are in excess of those for sedentary work; must be able to remain on feet for periods of time, withstand uncomfortable and/or dangerous physical conditions at fire scenes, and perform manual tasks. Must be able to lift, position and/or carry weights of up to 200 pounds. While performing police work, must be able to defend one's self from assault and to restrain suspects of varying weights.
Data Conception: Requires the ability to compare and or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things.
Interpersonal Communication: Requires the ability of speaking and/or signaling people to convey or exchange pertinent and vital information to co-workers. Includes the receiving of information and instructions from supervisor. Includes the giving of assignments and directions to subordinates and receiving direction from supervisor.
Language Ability: Requires ability to read a variety of law books, maps, policy and procedure manuals, warrants, technical reports, criminal records, etc. Requires the ability to prepare administrative reports, correspondence, incident and accident reports, warrants, etc. with proper format, punctuation, spelling and grammar, using all parts of speech. Requires the ability to speak with and before others with poise, voice control and confidence.
Intelligence: Requires the ability to apply principles of logical thinking to define problems, collect data, establish facts and draw valid conclusions; to interpret an extensive variety of instructions in mathematical, written, oral, diagrammatic or schedule form; to deal with several abstract and concrete variables. Requires the ability to apply influence systems in supervising subordinates; to learn and understand relatively complex principles and techniques; to make independent judgments in absence of supervision; to acquire knowledge of topics related to primary occupation. Must have the ability to comprehend and interpret received information.

Numerical Aptitude: Requires the ability to add and subtract totals, to multiply and divide, to determine percentages and decimals and to determine time. Must be able to use practical applications of fractions, percentages, ratio and proportion. Must be able to use practical applications of statistics.
Form/Spatial Aptitude: Requires the ability to inspect items for proper length, width and shape; identify degrees of similarity or difference in shades, forms, etc.; and visually read various information.
Motor Coordination: Requires the ability to coordinate hands and eyes using office machinery, firearms, fire suppression equipment and other special equipment; to operate motor vehicles and emergency response vehicles.
Manual Dexterity: Requires the ability to handle a variety of items, keyboards, office equipment, control knobs, buttons, switches, catches, firearms, medical instruments, fire suppression tools, etc. Must have significant levels of eye/hand/foot coordination.
Color Discrimination: Requires the ability to differentiate colors and shades of color.
Interpersonal Temperament: Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress when confronted with emergency, unusual or dangerous situations, or in situations in which working speed and sustained attention are make or break aspects of the job. The worker may be subject to danger or risk to a significant degree, or to tension as a regular, consistent part of the job.

The knowledge of the characteristics of a wide variety of hazardous materials and the proper procedures for managing a hazardous materials incident as mandated by OSHA. Has considerable knowledge of up-to-date methods of law enforcement. Has considerable knowledge of firearms, automotive, radio and other law enforcement equipment. Is skilled in the use and care of firearms. Has considerable knowledge of legal rights of accused persons and law enforcement. Has considerable knowledge of criminal behavior and methods of operation. Is able to conduct thorough criminal investigations. Has considerable knowledge of civil process. Has thorough knowledge of first responder protocol, equipment and tools, and is able to properly administer emergency medical assistance as needed.
