Security Specialist

This position, equivalent to a Security Officer, provides essential uniformed security services for facilities owned and operated by the City of Minneapolis. Duties include patrolling, responding to routine and emergency calls for service, and monitoring security systems while dispatching staff from the City Security Operations Center.
Work Location: This position currently works on-site only.
The City of Minneapolis does not sponsor applicants for work visas.
Job Duties and Responsibilities- Perform monitoring duties in the Security Operations Center for the City's building security systems, including access control, security alarms, security cameras, building emergency systems, and radio dispatch systems.
- Receive calls for assistance and incident reports from employees throughout the City, triage reports, and dispatch security to respond or call 911 to dispatch police accordingly.
- Initiate building emergency notification systems to alert employees and guests of emergencies impacting facilities.
- Issue photo access cards for employees, MBC staff, city leaders, and contractors and activate and deactivate access levels on cardholders' badges.
- Participate as a Building Emergency Control team member during actual emergencies and exercise training drills.
- Assist the Homeless Response Team in identifying homeless encampments throughout the city and work with CPED to regularly check city-owned lots and homes throughout the city via a mobile patrol unit.
- Perform building inspections at City facilities and worksites and respond to off-site situations via mobile patrol unit.
- Assist Municipal Building Commission (MBC) security staff when needed, such as in the event of large City Council meetings and protests. In addition, we monitor cameras at City Hall and dispatch for MBC security personnel.
- Regularly monitor and patrol underutilized areas and facilities. In addition, we ensure that security contractor performs their duties as laid out in their contract and reports any discrepancies to our supervisor.
- Provide customer service-related support for visiting employees and guests within City facilities.
- Administer an incident management database program for receiving, tracking, and managing safety, security, and emergency incident reports.
- Perform routine building security patrols and respond to emergencies, disturbances, and routine service calls.
- Facilitate after-hours access to City facilities, standby for department meetings involving the public after-hours, and provide access for deliveries to facilities and dock areas for outside agencies.
- Accept, log, store, and release lost and found items per City ordinance; act as a contact for all lost and found requests from employees and guests.
Working Conditions:
Requires walking and standing throughout the shift while wearing bulky equipment such as duty belts and bulletproof vests weighing approximately 25 to 30 pounds.
Minimum Education:
High School diploma or equivalent.
Minimum Experience:
Three years of related experience.
Equivalency:
An equivalent combination of education and highly related experience in a similar environment MAY be considered.
Licenses/Certifications:
Valid Driver's License.
Selection Process
The selection process will consist of one or more of the following steps: a rating of relevant education and experience It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score 70.00 on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.
Background Check:
The City has determined that a criminal background check and/or qualifications check may be necessary for certain positions with this job title. Applicants may be required to sign an informed consent form allowing the City to obtain their criminal history and/or verify their qualifications in connection with the position sought. Applicants who do not sign the informed consent form will not be further considered for the position.
Drug and Alcohol Testing
All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.

This position is represented by a collective bargaining agreement between the City of Minneapolis and the American Federation of State, County, and Municipal Employees (AFSCME). Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire in one month after it has been established.
Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate's education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.
- Ability to speak, write, and understand English clearly.
- Ability to accurately follow written and verbal instructions.
- Ability to deal with the public and other staff courteously and tactfully under stressful conditions.
- Ability to complete CPR, First Aid, and Bloodborne, Pathogens training and ability to deal with medical situations and as a first responder.
- Knowledge of modern office computer word processing systems.
- Adequate knowledge of fire codes and trespass ordinances and laws.
- Adequate knowledge of monitoring systems, recording processes, and playback capabilities and procedures.
- Adequate typing and data entry skills.
- Ability to drive a City vehicle safely without distraction while following traffic laws.
