About the Opportunity

THE POSITION The Supervising Public Administrator supervises the probate of estates under the jurisdiction of the Public Administrator. This position works under the general direction of the Civil Manager in collaboration with the Coroner Lieutenant. This position is subject to overtime, weekend, on-call, standby, and callback assignments. Performs related duties as assigned.

Unless otherwise provided, this position is part of the Classified Service of the County and is assigned to the Mid Management/Supervisory Bargaining bargaining unit for labor relations purposes.

Individuals who are in a full-time classification position are required to serve a twelve-month probationary period, which may be extended an additional six months, for a total of eighteen months.

Incumbents may also be subject to overtime, standby, callback, weekend, holiday and shift assignments as identified in their MOU (Memorandum of Understanding).

Typical Tasks

  • Take immediate charge of the property of deceased persons, when required;
  • Arrange, as required, for the sale of real and personal property by evaluating property, obtaining appraisals and bids, arranging for consignments or property agreements with sales agents and providing for title clearance;
  • Supervise personnel engaged in day-to-day investigation and administrative activities;
  • Represent the Public Administrator in court as required, testifying when necessary and maintain liaison with attorneys, State inheritance officials, and other interested persons;
  • Check leads on possible bank accounts, stocks and bonds, and any other property that might belong to the deceased person;
  • Arrange for the disposition of remains, filing and publication of notices to creditors, notices of sale and other legal notices required by State law;
  • Maintain check on the property under the custody of the Public Administrator, such as real property which has to be maintained, collect rents from such property, making contact with tenants when needed to make arrangements for repair of property, as indicated; and
  • Inventory all real and personal property and arrange for storage, safekeeping, or other actions to protect estate assets.

Minimum Qualifications (Knowledge, Skills, Abilities, Education/Experience)

KNOWLEDGE

  • Basic investigative procedures;
  • Probate laws affecting administration of estates;
  • The principle, practices, and methods used in estate administration;
  • Business law relating to property ownership, court orders, and commercial transactions; and
  • Principles and methods of supervision.

SKILLS/ABILITIES

  • Prepare clear, concise, and comprehensive reports;
  • Interpret rules and regulations including the California Probate Code and
  • Welfare and Institutions Codes as they relate to the administration of estates by the Public Administrator;
  • Function in stressful and confrontational situations requiring instructing, negotiating, and motivating people; and
  • Locate, inventory, and store personal property until proper disposition is arranged.

EDUCATION/EXPERIENCE

PATTERN I

  • Bachelor's degree from an accredited college or university in Social Science, Social Work, Business Administration, Accounting or other closely related field.

PATTERN II

  • Four (4) years of experience performing estate administration, social work, financial counseling or related investigative work.

Proof of education is required for verification purposes at the time of application. NOTE: No felony convictions. Must be of good moral character and must not have been convicted of a crime for which the punishment could have been imprisonment in a Federal penitentiary or State prison.

EXAMINATION PROCESS

Most County recruitments consists of the steps detailed below and are governed by Merit Principles. The examination process ensures that all applicants are given the same opportunity to gain employment within Stanislaus County.

  • Written Examination. Applicants will be invited to participate in a written exam that tests knowledge for the position.
  • Oral Examination. Applicants are invited to a panel interview in which they will be evaluated by County subject matter experts.
  • Eligible Lists. Candidates who pass the examination will be placed on an eligible list for that classification. Eligible lists are effective for six months, but may be extended up to eighteen months.
