The Oregon Department of Early Learning and Care is excited to announce a permanent opening for a Claims Support Specialist (Office Specialist 2). Join a team that helps Oregon families access quality child care As part of the Direct Payment Unit, you will play a vital role behind the scenes ensuring child care providers are paid accurately and on time. Your work keeps essential services running smoothly; from processing billing forms and preparing reports to communicating with providers and families to resolve issues. We administer state-funded early learning programs, including home visiting and site-based infant, toddler, and preschool services. What you will do:
This position provides support to the Direct Payment Unit, assisting Child Care Claim Specialists in processing payments and maintaining accurate provider records. Responsibilities include preparing and mailing documents to child care providers and families, reviewing and forwarding billing forms for payment processing, performing quality control checks to ensure accuracy, and reconciling any errors with providers or parents. The position also prepares reports, re-evaluation forms, and correspondence, updates provider information in various systems, and assists with routine data entry and mail processing. Through this work, the position helps ensure timely and accurate payments to child care providers and supports the overall operations of the Child Care Direct Payment program.

What we are looking for (minimum qualifications):
- Two years of general clerical experience that includes keyboarding, word processing, or other experience generating documents; OR
- An associate degree in any field; OR
- An equivalent combination of education and experience.

- Clear and professional communication skills – Effectively conveys information in both oral and written forms, including the ability to explain complex procedures or policies to a variety of audiences.
- Collaborative and professional relationship-building – Works effectively and respectfully within a team environment and with cross-departmental partners, maintaining professionalism in all interactions.
- Ability to learn and apply complex procedures quickly – Demonstrates sound judgment and the ability to follow established policies and protocols with consistency and accuracy.
- Customer service mindset – Provides responsive, courteous, and solutions-oriented service to internal and external partners; experience in a call center or similar customer support setting is preferred.
- Experience handling financial or accounting-related documentation – Skilled in reviewing and processing forms or payments for accuracy and completeness; experience in billing, reconciliation, or payment systems is preferred.
- Adaptability and dependability – Responds effectively to shifting priorities, maintains reliability under deadlines, and contributes positively to a collaborative team environment.
