We are seeking multiple Education Program Specialist 2 roles to join our Office of Enhancing Student Opportunities (OESO) at the Oregon Department of Education. These are permanent positions represented by the Service Employees International Union (SEIU).
This position follows a hybrid work model. Onsite presence will be required when business or operational needs are best supported in person, such as collaboration, training, or work that requires access to onsite resources. Frequent in-state travel may be necessary and require sitting/driving for extended periods of time. Potentially frequent overnight travel throughout the state and occasional evening and weekend work are required. Employees that are approved to work remotely must have a reliable and secure internet connection and maintain a professional work environment that supports productivity. While working remotely, employees are expected to maintain the same level of performance, responsiveness, communication, and availability as they would in the office.

The Office of Enhancing Student Opportunities (OESO) contributes directly to ODE's mission by ensuring the implementation of multiple federal programs and Oregon's System of General Supervision for students from birth to age 21. The office is responsible for implementing the Individuals with Disabilities Education Act (IDEA) and multiple titles of the Elementary and Secondary Education Act (ESEA), including Title I-A, Title II-A, Title IV-A, and Title V-B. The purpose of this office is to provide leadership, technical assistance, and monitoring to ensure districts can meet state and federal obligations, improve student outcomes, and foster equitable and inclusive learning environments.
What You Will Do
As a District Support Specialist, you will be a statewide leader in strengthening Oregon's special education system through high-quality technical assistance, professional development, and capacity-building support. You will translate IDEA requirements into effective, evidence-based practices that improve outcomes for students experiencing disability.
You will collaborate closely with District Compliance Specialists to align improvement activities with monitoring results. Your work includes designing and delivering targeted professional learning, developing guidance and tools, supporting data use for continuous improvement, and helping districts implement sustainable systems-level change. This role is central to Oregon's modernized System of General Supervision and is key to ensuring meaningful implementation beyond compliance in school districts and ESDs across the state.

Minimum Qualifications (Need To Have)
Master's degree in Education or related field from an accredited college or university and five years of education experience in the specialty area under recruitment (e.g., classroom teacher, counselor, itinerant service provider), two years of which includes leadership experience (e.g., lead teacher, program coordinator or director, school administrator) in the specialty area under recruitment.
A Doctorate in Education or related field from an accredited university may substitute for two years of the education experience, but not for the two years of leadership experience.
An Oregon Standard Administrative License (issued by Oregon Teacher Standards and Practices Commission) may substitute for the two years of leadership experience.
Minimum qualifications must be met to qualify for this position.

- Strong ability to translate IDEA requirements into practical, evidence-based instructional and programmatic practices.
- Experience supporting districts with systems change, implementation science, or capacity-building models.
- Skill in developing accessible, culturally and linguistically responsive guidance documents, tools, and family-facing resources.
- Ability to analyze and synthesize complex data (monitoring results, district performance patterns, dispute resolution trends) to drive improvement planning.
- Demonstrated success collaborating with multiple partners (DCSs, RTAPs, TNFs, ESDs) to align statewide improvement efforts.
- Commitment to equity and inclusion, especially at the intersection of race and disability, and using data to identify and interrupt systemic barriers.

- Salary Range: The range listed is the Non-PERS salary range. Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS.
