The duties that the incumbent of the vacancy will be expected to perform. Duties Description The New York State Office for People With Developmental Disabilities (OPWDD) Division of Statewide Services oversees agency-wide clinical services and consultation, as well as the oversight of the needed assessments and research functions that support the implementation of OPWDD's clinical services. OPWDD's Statewide Services is currently seeking a Chief of Medical Services to further support these critical functions. The Chief of Medical Services will provide oversight, guidance, and leadership to the Division's clinical staff that coordinate statewide eligibility, clinical services, admission and discharges to Intensive Treatment settings, Specialty Hospitals, and transition services. The Chief of Medical Services will provide clinical consultation across the Division's nine Bureaus in need of the expertise of a physician including working with the Bureau Directors, the Division's Deputy Directors, the Assistant Commissioner, and the Deputy Commissioner. The Chief of Medical Services will:
• Evaluate the appropriateness of medical and behavioral health services both authorized and delivered for people served by OPWDD.
• Provide oversight and monitoring of quality improvement, focus on prioritization and areas to be addressed through collaborative review and utilization of available data.
• Serve as physician advisor to OPWDD Medical Directors and lead clinician when collaborating with physicians in other agencies including, but not limited to, the Department of Health, the Office of Mental Health and the Office of Children a Family Services.
• Provide clinical recommendations to the Bureau of Service Allocation Research and Review (BSARR) regarding cases that do not meet standard level of care expectations.
• Serve as OPWDD's Medical Director of the Naloxone program.
• Conduct ongoing review of OPWDD agency-wide policies and procedures.
• Participate on various committees, including the Mortality Review Committee, Medical Task Force, Dental Task Force and other workgroups or task forces when relevant.
• Serve as Medical Director for the Bureau of Service Allocation Research and Review (BSARR) by collaborating with other subject matter experts when reviewing service authorization and utilization data, make recommendations regarding the clinical needs and benefits of service provisions, and make recommended changes to policies and procedures related to service authorization.
• Participate in other projects, workgroups, and committees as assigned.

The minimum qualifications required for this vacancy. Minimum Qualifications Possession of a license and current registration to practice medicine in New York State and six years of post-licensure medical practice experience, two years of which must have been in an administrative or supervisory capacity.
