Illinois Licensed Portfolio Community Association Manager

Position Summary

The Illinois Licensed Portfolio Community Association Manager ("Portfolio CAM") is responsible for the professional management of a portfolio of multiple condominium, townhome, and/or homeowner associations. This role requires the ability to manage multiple associations and physical sites concurrently while providing governance support, operational oversight, financial administration, vendor coordination, and statutory compliance in accordance with Illinois law and best practices.

The Portfolio CAM serves as the primary liaison between assigned Boards of Directors, owners, vendors, and the management company, exercising independent judgment, discretion, and professional expertise.

Licensing Requirement

  • Must hold an active Illinois Community Association Manager (CAM) License issued by the Illinois Department of Financial and Professional Regulation (IDFPR).
  • License must be maintained in good standing throughout employment.

Core Responsibilities

Portfolio & Board Management

  • Manage a designated portfolio of multiple community associations and sites simultaneously.
  • Serve as the primary point of contact for Boards of Directors.
  • Attend and professionally manage board meetings and annual meetings as required.
  • Advise boards on governance, policy implementation, and operational best practices.
  • Implement board directives in compliance with governing documents and applicable law.

Operations & Site Oversight

  • Oversee day-to-day operations of each assigned association.
  • Conduct regular site inspections and document findings.
  • Coordinate maintenance, repairs, and capital projects.
  • Respond to owner inquiries and issues in a professional and timely manner.
  • Enforce community rules and policies consistently and diplomatically.

Financial Administration

  • Assist with annual budget preparation and long-term reserve planning.
  • Review and monitor association financial statements.
  • Approve invoices and coordinate accounts payable processing per company controls.
  • Monitor delinquency reports and coordinate collection actions in accordance with board policy and Illinois law.
  • Assist boards with financial transparency and fiduciary compliance.

Vendor & Contract Management

  • Solicit bids and proposals for services and projects.
  • Negotiate and administer vendor contracts subject to board approval.
  • Supervise vendor performance and ensure contract compliance.
  • Coordinate insurance claims, inspections, and loss mitigation efforts when applicable.

Compliance & Risk Management

  • Ensure compliance with Illinois statutes, including but not limited to the Illinois Condominium Property Act and the Common Interest Community Association Act.
  • Maintain association records in accordance with statutory and company requirements.
  • Support boards in responding to owner requests, disclosures, and legal inquiries.
  • Identify and escalate risk issues to management and boards as appropriate.

Portfolio Workload Expectations

  • This is a portfolio position involving concurrent responsibility for multiple associations.
  • Workload may include varied property types, sizes, and operational complexity.
  • Evening meetings, site visits, and occasional weekend work are expected as part of normal duties.

Required Qualifications

  • Active Illinois CAM license (required).
  • Minimum 5 years of community association or property management experience.
  • Demonstrated experience managing multiple associations simultaneously.
  • Strong knowledge of Illinois community association law and governance principles.
  • Proficiency with property management software and Microsoft Office applications.
  • Excellent written, verbal, and organizational skills.
  • Ability to prioritize, multitask, and meet deadlines across competing demands.

Preferred Qualifications

  • CMCA, AMS, or PCAM designation.
  • Experience managing condominium and HOA associations under 100 units in Illinois.
  • Budgeting, reserve analysis, and capital project coordination experience.

  • Represents the company with professionalism in all board, owner, and vendor interactions.

Employment Status

  • Employment is at-will and may be terminated at any time, with or without cause or notice, in accordance with Illinois law.

Job Type: Full-time

Pay: $50, $72,500.00 per year
