Right of Way Project Coordinator:

Assists in performing project management work related to state and federally funded right of way projects including: negotiating with landowners, helping relocate displacees, reviewing appraisals, assisting in the relocation of utilities, coordinating the eminent domain process, and assisting in the management of acquired right of way. Work involves assisting in coordinating the planning and initiation of projects; assisting in monitoring the progress and schedule of projects; and communicating with project stakeholders, management, private entities, governmental agencies, and other relevant parties. Employees at this level perform assignments following specific instructions and are subject to frequent review by the immediate supervisor.

ROW Project Manager I:

The Project Manager is responsible for the successful initiation, daily oversight, and delivery of projects. Project managers are typically responsible for leading the project lifecycle from initiation through completion. Performs complex project management work related to state and federally funded right of way projects including: negotiating with landowners, relocating displacees, reviewing appraisals, assisting in the relocation of utilities, coordinating the eminent domain process, and management of acquired right of way. Work involves coordinating the planning and initiation of projects; monitoring the progress and schedule of projects; and communicating with project stakeholders, management, private entities, governmental agencies, and other relevant parties. Employees at this level perform assignments following specific instructions and are subject to frequent review by the immediate supervisor.

ROW Project Manager II:

Responsible for the successful initiation, daily oversight, and delivery of projects through completion. Performs and leads complex to moderately complex project management work related to state and federally funded right of way projects including: negotiating with landowners, relocating displacees, reviewing appraisals, assisting in the relocation of utilities, coordinating the eminent domain process, and management of acquired right of way. Work includes leading, coordinating, and executing the planning and initiation of projects; identifying potential risks while monitoring the progress and schedule of projects; and communicating with project stakeholders, management, private entities, governmental agencies, and other relevant parties. May direct, assign, and evaluate the work of project staff. Employees at this level follow standard practices that do not require frequent supervision of details.

Essential Duties:Right of Way Project Coordinator: 
  • Assists with or contacts and meets with sponsors, property owners and/or other entities to negotiate and/or explain the acquisition, lease, disposal and/or relocation processes, present offers, answer questions and resolve problems.
  • Assists with or researches problems and coordinates solutions regarding assigned projects and makes recommendations to improve programs and/or operations.
  • Assists with or coordinates, plans, and evaluates projects using accepted project management methodologies.
  • Assists with or compiles and distributes project information, project status reports, and project budget expenditures; provides regular updates to management, project teams, and others on project status and related issues.
  • Assists with or initiates projects, obtaining authorization and commitment, and demonstrating business need and project feasibility, including the development and oversight of work authorizations, project budgets, schedules, work plans, resource requirements, cost estimates and projections.
  • Performs other job responsibilities as assigned.
ROW Project Manager I:
  • Contacts and meets with sponsors, property owners and/or other entities to negotiate and/or explain the acquisition, lease, disposal and/or relocation processes, present offers, answer questions and resolve problems.
  • Oversees current projects for progress and pending projects for planning purposes; consults and advises personnel in policies and procedures and ensures conformance with federal and/or state laws and guidelines.
  • Researches problems and coordinates solutions regarding assigned projects and makes recommendations to improve programs and/or operations.
  • Manages, or self performs as needed, program responsibilities including, but not limited to, project budgeting and setup, files and records administration, contractor selection and management as well as services related to the following areas; surveying, appraisal, acquisition/negotiation, relocation, condemnation support, and demolition.
  • Performs other job responsibilities as assigned.
ROW Project Manager II
  • Is present in the District office(s) to confer with personnel on program problems and prepares reports on program effectiveness; conducts program analyses to develop and recommend solutions to problems; implements approved solutions.
  • Independently oversees moderate to complex projects and its life cycle for progress and pending projects for planning purposes; consults and advises personnel in policies and procedures and ensures conformance with federal and/or state laws and guidelines.
  • Compiles and distributes project information, project status reports, and project budget expenditures; provides regular updates to management, project teams, and others on project status and related issues.
  • Coordinates, plans, and evaluates projects using accepted project management methodologies.
  • Initiates projects, obtaining authorization and commitment, and demonstrating business need and project feasibility, including the development and oversight of work authorizations, project budgets, schedules, work plans, resource requirements, cost estimates and projections.
  • Performs other job responsibilities as assigned.
Minimum Qualifications:Right of Way Project Coordinator: 
  • Education: High School Grad or Equivalent in any discipline. 
  • Experience: 1 Year administrative support or real estate related experience. (Experience can be satisfied by full time or prorated part time equivalent)*
ROW Project Manager I: 
  • Education: Bachelor's Degree in any discipline. 
  • Experience: 3 years of right of way or related experience, to include 1 year project management or related experience. (Experience can be satisfied by full time or prorated part time equivalent)* 
ROW Project Manager II: 
  • Education: Bachelor's Degree in any discipline. 
  • Experience: 5 years of right of way or related experience, to include 2 year project management or related experience. (Experience can be satisfied by full time or prorated part time equivalent)* 

*Related college education or relevant technical training may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications:
  • Valid driver's license at the time of application. This position requires driving a state vehicle.

ROW Project Manager I:

  • Standard procedures relative to planning, construction and engineering fundamentals
  • Applicable laws, rules, and regulations; Right of Way and Real Estate policies, procedures, practices, and terminology
  • Project management theories and practices applicable to limited-scope projects; of systems and procedures used to evaluate a third-party vendor's performance; and of local, state, and federal laws and regulations relevant to the administration of the project undertaken
  • Legal property descriptions, appraisal practices, and inspection
  • Reading and interpreting applicable plans, schematics, blueprints and maps
  • Leading, assigning, reviewing and monitoring the work of others; and analyzing and organizing business and technical data
ROW Project Manager II:

Greater skill in the above, and:

  • Property condemnation procedures
  • Relocation assistance policies and procedures
  • Project management monitoring, in addressing changes in scope or timing, and in the use of a computer and applicable Software
  • Public relations for maintaining effective working relationships with individuals and groups; negotiating settlement of differences without damaging relationships; and applying effective questioning and listening techniques to determine other parties' positions in a direct and diplomatic manner, and expressing opinions directly and determining resolution in order to advance work and maintain effective relationships
  • Handle multiple simultaneous assignments with competing priorities
  • Manage project activities; to establish project goals and objectives; to exercise sound judgement in making critical decisions; to analyze complex information and develop plans to address identified issues; to demonstrate negotiation and facilitation skills; to identify project risks and gaps; to prepare reports; to communicate effectively; and to direct, assign, and evaluate the work of project staff
Physical Requirements and Working Conditions:
