The librarian in this position is a member of a professional team charged with the day-to-day oversight of staff, services, and events/programs in one of our five locations. They have responsibilities in personnel management, collection development, research and readers' advisory services, computer/technology instruction, program development and presentation, outreach/community involvement, and facilities oversight. This open recruitment will be used to fill current openings at library locations throughout Weber County. It is not location-specific.

As a member of the Library's management team, under the supervision of the branch manager, this employee works regularly at a reference desk providing reference, readers' advisory, and referral services in person, by telephone, and online; develops and presents events for adults and families; participates in the management of building operations and in the scheduling, direction, and evaluation of employees.
Education and Experience:
Master's degree in Library Science from an American Library Association-accredited program At least one year's professional experience in a public or academic library preferred
JOB OVERVIEW:
As a member of the Library's management team, under the supervision of the branch manager, this employee works regularly at a reference desk providing reference, readers' advisory, and referral services in person, by telephone, and online; develops and presents events for adults and families; participates in the management of building operations and in the scheduling, direction, and evaluation of employees.
ESSENTIAL FUNCTIONS:
Assume first-line managerial responsibility for a library building, employees, and operations in the absence of a branch and assistant branch manager
Perform supervisory duties related to daily operations, employee performance, and activities in a branch environment
Contribute to performance review process through the provision of input to division manager for quarterly updates and end of year reviews
Provide reference, readers' advisory, and referral services in person, over the telephone, and online
Select, evaluate, and deselect print and nonprint materials using core collection guides, professional journals, and other industry tools and resources, adhering to System collection management policies and procedures
Develop, promote, facilitate, present, and evaluate innovative programs to meet the expressed and anticipated needs of a diverse community, including book discussions, technology classes, English for speakers of other language classes, arts and wellness activities, community outreach events, and a variety of other programs for adults that promote lifelong learning and transliteracy skills
Develop employee work schedules that comply with federal law, County policy, and the Library's administrative procedure on scheduling
Supervise Library meeting venue use, negotiating bookings and applicable use fees in an equitable manner, overseeing furniture and equipment setup, and addressing facility damage and policy violations according to procedure
Maintain a working knowledge of trends in publishing and literature, educational and developmental needs, and the library profession through webinars, internal training, meetings, conferences, professional literature and organizational memberships
Serve as a notary public, providing notarization services to the public in accordance with state laws and regulations
Evaluate and recommend procedures and policies
Collaborate with community partners to build awareness of Library services
Preserve the safety, appearance, and condition of Library facilities and property

SUPERVISORY RESPONSIBILITIES:
Train and assign workflow responsibilities, and evaluate and recommend personnel actions to promote a competent workforce made up of support employees for the achievement and delivery of superior library service
Manage workflow, scheduling, and use of leave
EDUCATION/EXPERIENCE:
Education: Master's degree in Library Science from an American Library Association-accredited program
Experience: At least one year's professional experience in a public or academic library preferred
KNOWLEDGE, SKILLS, AND ABILITIES (KSA):
Knowledge of: Significant knowledge of standard reference and readers' advisory service tools and techniques used in public librarianship. Significant knowledge of current and classic literature for adults and teens, including authors and genres, and an ability to reinforce the Library's commitment to the promotion of books and reading through professional readers' advisory. Knowledge of the principles of collection development. Understanding of the relationships and responsibilities of Library divisions and buildings. Understanding of Library mission and roles, and the general role of public libraries within a community. Understanding of librarianship and its foundational documents, including the Library Bill of Rights, Code of Ethics, and the Freedom to Read Statement.
Skills and Abilities to: Excellent customer service skills. Ability to assign, supervise, and evaluate employee work to obtain established results. Significant ability with standard software used in business applications such as Microsoft products, especially Word and Excel; and specialized library industry standard software. Significant ability with current Web applications such as search engines, email interfaces, social media, and eBook and eAudio applications/commonly used devices. Strong organizational and planning skills, including the ability to perform multiple projects or tasks with frequent interruption. Ability to exhibit good judgment according to a formalist system of ethics and establish a cordial and effective working relationship with the public, support staff, colleagues, Board members, and County officials. Ability to implement Library Board policies and administrative procedures.

While performing the duties of this position, the employee is regularly required to walk, stand, sit, talk, hear, crouch, crawl, balance, reach, stoop, and kneel. Must use hands and fingers to operate a computer. The employee is regularly required to lift up to twenty-five pounds, and occasionally up to fifty pounds. The employee must be able to remove library materials from shelves at a maximum height of six feet and push library carts weighing up to 175 pounds. Must be able to move about the work area, talk clearly with customers, and hear customer responses. Must have excellent close vision and good distance vision, peripheral vision, depth perception, and ability to adjust focus.

While performing the duties of this position, the employee regularly works indoors in a public service environment.
Employees must be able to work rotating shifts (seven days a week) and flexible hours (morning, afternoon, evening, and holiday hours) when the Library is open. All employees will work up to two evenings per week and will alternate weekend shifts with the other employees in their division. Employees will also work holiday hours of equal proportion to those of other employees in their division.
Professional employees (Administrators, Business Managers, Librarians, and Specialists) are exempt from the Fair Labor Standards Act. They may be required to adjust their work responsibilities to accommodate emergencies, special projects, etc.; and to cover for those employees who may be on vacation, sick leave, etc.
