WHO WE ARE LOOKING FOR
The Commercial Building Construction Division is seeking someone with on-site/field inspection experience related to commercial building, mechanical, life safety, accessibility, energy, or green building projects to join the commercial inspections team as a Permitting and Code Compliance Inspector III (Download PDF reader).
This position may be underfilled as a Permitting and Code Compliance Inspector II (Download PDF reader), Grade 21, or Permitting and Code Compliance Inspector I (Download PDF reader), Grade 19. Once the employee is at full performance and meets the minimum requirements of the Proficiency Advancement process, they are eligible for the non-competitive promotion through the series to the Permitting and Code Compliance Inspector III (Download PDF reader), Grade 23.
What You'll Be DoingThe position conducts and documents inspections/complaints related to commercial building construction projects for compliance with applicable building codes, approved plans, permit requirements, engineering standards, regulations, and guidelines.
Review and approve building plans.
Monitor construction sites.
Inspect buildings/structures to ensure compliance with all related specifications and requirements.
Work with engineers, other professionals, and Permit Technicians to ensure individual permitting cases are processed cordially and expeditiously.
Provide written or oral feedback on findings.
Suggest alternatives to conventional acceptable construction or installation methods or materials that comply with codes.
Issue violation notices, citations, or stop-work orders for non-compliance or initiate abatement procedures.
Gather evidence, prepare cases, and testify in court as an expert witness.
Educate and disseminate technical and procedural requirements to clients, developers, engineers, architects, and other stakeholders through outreach efforts, meetings, and discussions conducted in the office or field.
This position requires the ability to read and interpret construction plans and specifications quickly and accurately in the field to ensure compliance with the approved plans and applicable codes.
Much of the work is performed in a field setting with exposure to the physical demands and hazards associated with construction and other outdoor sites. This work involves walking over rough, uneven, and occasionally slippery surfaces, and climbing ladders to access elevated work areas and rooftops.
This position REQUIRES the possession of a valid driver's license from the applicant's state of residence and the ability to drive a County vehicle to attend meetings, transport materials, or perform work at locations outside the office, which include locations throughout Montgomery County.
Minimum QualificationsALL LEVELS REQUIRED Driver's License: Possession and maintenance at all times of a valid class "C" (or equivalent) driver's license from the applicant's state of residence.
Certification (applies to all levels):
State of Maryland HVACR Inspector Certification within six (6) months of employment – Failure to obtain the State of Maryland HVACR Inspector Certification within six (6) months of employment will result in termination of employment.
If under-filled at the Permitting & Code Compliance Inspector I, Grade 19:
Education: Completion of high school or possession of a High School Certification of Completion recognized by the State of Maryland. A bachelor's degree in an appropriate field as shown above is preferred for all positions. For applicants possessing a degree in an appropriate area, the experience requirement may be reduced to one (1) year instead of three (3) years.
Experience: Three (3) years of experience in a technical/professional field, inspecting commercial building construction projects to ensure compliance with building codes, approved plans, permits, and engineering standards, reviewing and approving building plans, monitoring construction sites, issuing violation notices or stop-work orders, and collaborating with engineers, permit technicians, and other stakeholders.
Equivalency: An equivalent combination of education and experience may be substituted.
If under-filled at Permitting & Code Compliance Inspector II, Grade 21:
Education: Completion of high school or possession of a High School Certification of Completion recognized by the State of Maryland. A bachelor's degree in an appropriate field, as shown above, is preferred for all positions. For applicants possessing an appropriate degree, the experience requirement may be reduced to two years instead of five.
Experience: Five (5) years of experience in a technical/professional field, inspecting commercial building construction projects to ensure compliance with building codes, approved plans, permits, and engineering standards, reviewing and approving building plans, monitoring construction sites, issuing violation notices or stop-work orders, and collaborating with engineers, permit technicians, and other stakeholders.
Equivalency: An equivalent combination of education and experience may be substituted.
If filled at Permitting & Code Compliance Inspector III, Grade 23
Education: Graduation from an accredited college or university with a bachelor's degree in an appropriate engineering, technical, or professional field such as Civil Engineering, Soil Science, Environmental Science or Construction Management.
Experience: Three (3) years of experience in inspecting commercial building construction projects to ensure compliance with building codes, approved plans, permits, and engineering standards, reviewing and approving building plans, monitoring construction sites, issuing violation notices or stop-work orders, and collaborating with engineers, permit technicians, and other stakeholders.
Or
Graduation from high school or High School Certificate of completion recognized in the State of Maryland, and seven (7) years of experience inspecting commercial building construction projects to ensure compliance with building codes, approved plans, permits, and engineering standards, reviewing and approving building plans, monitoring construction sites, issuing violation notices or stop-work orders, and collaborating with engineers, permit technicians, and other stakeholders.
Equivalency: An equivalent combination of education and experience may be substituted.
Certifications: The Department of Permitting Services maintains a listing of current Department-required certifications for employees classified at the Permitting and Code Compliance Inspector III level.
The required certifications for this level are listed below:
NICET Engineering Technician in Erosion and Sediment Control Program Level I; OR
CESSWI Certified Erosion, Sediment, and Storm Water Inspector; OR
Licensure as a Professional Engineer (PE) in Maryland.
Preference for interviews will be given to applicants with experience in the following:
ICC or NFPA Certification related to any aspect of building inspection or plan review.
Experience reading and understanding construction plans.
Experience enforcing codes and regulations relating to building/construction activities.
Experience conducting on-site commercial building inspections.
