This position will supervise and lead a team of energy analysts and policy experts to implement Minnesota's climate and energy goals while maintaining affordability and reliability of the energy system. The Energy Advocacy Unit will support the following regulatory functions (1) routing and siting of utility scale energy infrastructure, (2) regional energy planning coordination through MISO, SPP, FERC, Minnesota Public Utilities Commission, and other organizations, (3) analyses, modeling, forecasting, and stakeholder outreach, (4) coordination with internal and external partners, and (5) development of comments and recommendations for decision-makers.

Minimum Qualifications
Five (5) year of experience performing analysis, exercising judgment, and providing leadership that includes:

  • Experience managing or leading a program with diverse public and private stakeholders.
  • Experience in transmission planning, integrated resource planning, distribution planning, and routing and siting of large energy infrastructure.
  • Demonstrated supervisory or leadership experience, organizational and interpersonal skills to direct, develop, and engage staff.

Leadership experience can include experience as a supervisor, lead worker, team lead, project lead, or completion of a State of Minnesota leadership program (e.g., ELI or SLI) or comparable leadership program.

A Bachelor's degree in Planning, Public Policy, Engineering, Environmental Science, Pre-Law, or a related field can substitute for one (1) year of experience.

An Advanced degree in Planning, Public Policy, Engineering, Environmental Science, Law, or a related field can substitute for eighteen (18) months of experience.

Applicants who meet the above education/experience requirement will be further evaluated based on the following:

  • Experience preparing comments and recommendations for decision makers.
  • Experience developing energy policy recommendations.
  • Experience writing and editing formal reports for external distribution.
  • Experience with modeling complex systems, data analysis, and scientific inquiry.
  • Experience presenting complex or technical information to stakeholders.
  • Proficiency with Microsoft Office, particularly, PowerPoint, Word, and Excel.

Preferred Qualifications

  • Formal supervisory experience of professional staff: performing duties such as staff development, setting goals or priorities, employee onboarding/training, performance reviews.
  • Experience in energy regulatory or policy issues.
  • Experience with FERC, MISO, or other regional energy planning organizations.
  • Knowledge of the energy industry, regulation, policy and federal and state laws.

Physical Requirements
Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
