Volunteers of America Oregon's Community Monitoring Program works in partnership with the Juvenile Services Division, courts, and other community-based providers to help support youth through tracking and monitoring in their community and/or home in lieu of incarceration.  The Youth Monitor, Clackamas is responsible monitoring youth referred into the program to ensure that conditions of release are being complied with, to assess the nature of the activities of the juvenile in the community, ensuring public safety and that the youth returns to court.  The Youth Monitor also provides operational and administrative support to the program, and serves as a back-up for direct service staff, Program Supervisor and the Program Director.  

Education, Training and Experience:

•    Bachelor's degree in a relevant field and a minimum two years of experience working with youth in a monitoring situation (equivalent training, supervisory, management, or direct service experience may be substituted for the educational requirement at the discretion of the hiring manager)

•    Training and experience in the issues faced by at-risk or high-risk youth and families in the community and the developmental and cognitive stages of youth as well as emotional, social, and physical issues affecting youth.

Competencies:

•    Knowledge of MS Office (Word, Excel, Access, Outlook) and the ability to utilize MS Office to complete work assignments.

•    Knowledge and understanding of the juvenile justice system and community supports and agencies.

•    Knowledge of ethical conduct and professional boundaries and confidentiality.

•    Skilled in communication skills to interact effectively with the court system and youths.

•    Skilled in conflict de-escalation in order to address issues that may arise during interactions with youths.

•    Skilled in collaboration to work closely with court personnel, program leadership, and other stakeholders in the juvenile justice system.

•    Ability to handle diverse situations involving youths in various contexts.

•    Ability to demonstrate a high degree of attention to detail to monitor and report on electronic data accurately.

•    Ability to demonstrate empathy and understanding when dealing with youth to foster positive engagement.

•    Ability to collaborate with the court system and other stakeholders.

•    Ability to complete accurate records of interactions and monitoring data.

•    Ability to communicate effectively, by articulating complex ideas, tailoring communications to diverse audiences, and delivering information that is clear and concise.

Other Eligibility:

•    This position requires a valid driver's license, ability to meet agency insurance requirement and a reliable form of transportation.

•    Must be able to pass criminal and background checks.

Primary Duties and Responsibilities:

•    Assist staff with prioritizing visits and troubleshooting issues as they arise.

•    Assist with the referral, intake, and coordination of new participants.

•    Review progress notes and database entries.

•    Provide updates to Juvenile Counselors.

•    Provide back-up support for Program Supervisor or Program Director. 

•    Provide back-up support for Youth Monitors, which may include performing random home visits.

•    Assist with training and orienting new employees in conjunction with Program Director and/or Program Supervisor.

•    Work with Program Director and agency administrators to ensure legal compliance with HIPAA guidelines.

•    Provide ongoing communication to the Program Director relative to operations of the program.

•    May represent the program at meetings and in court.

•    Other duties as assigned by the Program Director.

Schedule: This role is a FT position of 40 hours per week. The standard work hours are between 12:00 pm to 9:30 pm including holidays, with varying scheduled days off and occasional evening and weekend work.

Work Environment: Works in office setting with moderate light, temperature and sound, frequently travels to client homes.  May work with clients who are agitated.
