The duties that the incumbent of the vacancy will be expected to perform. Duties Description Under the direction of the Chief of Staff, the Deputy Director of External Affairs is responsible for directing and overseeing the coordination of all significant communications between the Office of Cannabis Management and New York's government and government officials. This oversight includes management responsibility of staff who manage relationships with national, state, and local elected officials; tracking and reviewing legislation; and engaging meaningfully with community stakeholders. The Deputy Director of External Affairs is also responsible for the development and implementation of the Office's community and public engagement strategies. Duties include, but are not limited to:
• Undertake special and confidential assignments including analyzing, evaluating, and recommending appropriate action on various reports and issues.
• Research inquiries and concerns and prepare confidential reports and memoranda on matters requiring sensitive handling.
• Plan, organize, and coordinate the activities and various organizational components of the Office of Cannabis Management.
• Act as an advisor and assistant to ad hoc task forces and special committees for the completion of various assignments.
• Facilitate improved communication, coordination, and collaboration between public and private agencies.
• Identify gaps in service and establish effective policies and programs to address the problems.
• Make recommendations for program modifications.
• Provide technical assistance in program development and grant writing for member agencies of the Office of Cannabis Management.
• Review, analyze, and evaluate proposed or pending legislation for its impact on the Office of Cannabis Management.
• Confer with officials of various local, state, and federal agencies concerning legislation and prepare written legislative analyses for executive staff.
• Establish and maintain effective working relationships with community organizations, government agencies, and the public; represent the Office of Cannabis Management at related meetings and functions.
• Prepare various narrative and statistical reports, newsletters, and educational materials, provide information and make presentations to the community.
• Supervise professional and clerical support staff. Interview, make hiring recommendations, train staff, assign work, evaluate performance, and recommend disciplinary action.
• Perform other duties and special projects as required.

The minimum qualifications required for this vacancy. Minimum Qualifications A bachelor's degree and eight years of relevant experience. **Substitutions: four years of specialized experience or an associate's degree and two years of specialized experience may substitute for bachelor's degree; J.D. or master's degree may substitute for one year of specialized experience; Ph.D. may substitute for two years of specialized experience.NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.

• Travel may be required (approximately 40%), including during evening and weekends, depending on mission and assignment.
