If so, the Secretary of State's Human Resources Bureau (HRB) is looking to fill a permanent, full-time, Associate Governmental Program Analyst position in our Safety and Wellness Section (SWS). The Safety and Wellness Section is seeking applicants who are focused, committed, creative and passionate. The ideal candidate will perform at a high level, problem-solve, contribute new ideas, navigate and influence organizational/programmatic change, and have the diligence to guide personnel issues and ideas/changes towards resolution and fruition, respectively. The Secretary of State will consider the Staff Services Analyst classification for purposes of recruitment. A Training and Development (T&D) Assignment for this recruitment will be considered for the Staff Services Analyst classification only. To be appointed to the classification, the successful T&D candidate must fully meet the minimum qualifications by the end of the T&D assignment.
As a Human Resources Generalist, you would be a dynamic analyst: a liaison who handles a wide variety of responsibilities while expanding your knowledge through direct implementation of programs. You will work closely with other HRB peers to support in all facets of Human Resources disciplines and sections to perform process analysis, but primarily focusing on SWS workflows and responsibilities, which include the Health and Safety Section and the Equal Employment Opportunity (EEO) Section. The incumbent is expected to exercise sound judgement and decision-making in performing all essential and marginal functions; employ and demonstrate general workforce competencies (i.e. business acumen; results-driven; stewardship; emotional intelligence; vision and strategic thinking). Duties include a wide variety of consultative and analytical assignments ranging from evaluating, planning, and coordinating efforts to facilitate SWS services to all levels of staff. Responsibilities include facilitating meetings and trainings, crafting agency wide communications, preparing recommendations, developing program procedures, coordinating emergency evacuations, and collecting data and other related work.

- Knowledge of the State of California Civil Service laws, rules, policies, and procedures;
- Be service oriented with the ability to remain flexible and adapt to rapid changes in priorities and work assignments while maintaining a high degree of accuracy;
- Ability to think critically and research, interpret data and apply laws, rules, bargaining unit contracts, practices and principles as they apply to personnel management and human resources;
- Strong written and verbal communication skills and the ability to clearly present complex and accurate information from thorough and complete analyses;
- Ability to develop and present decisions and facilitate discussions related to the area of organizational performance;
- Proficiency in Microsoft Office Suite (e.g., Excel, PowerPoint, Word, Visio)
