Senior Planner – Development Review
Definition: Under limited supervision in the City's Planning and Development Services Division, assists the
Development Review Manager with the City's activities relating to planning and zoning. Provides customer
service; participates in internal development review meetings; conducts research; and assists with the
development, amendment, and implementation of the City's Comprehensive Plan and Land Development Code
in coordination with local and state regulations and requirements. Assists the Division in achieving the City's goals
and objectives.
Essential Functions: (Essential functions as defined under the Americans with Disabilities Act, may include the
following tasks, knowledges, skills and other characteristics. This list of tasks is ILLUSTRATIVE ONLY, and is
not a comprehensive list of all functions and tasks performed by positions in this class.)
Tasks: Performs senior level professional planning work, including preparation of reports on land development
cases, such as rezoning, Land Development Code amendments, conditional uses, variances, vacations, etc.
Reviews plans, completes site inspections, and manages cases throughout the approval process. Meets with
development professionals, City staff, and the public to discuss development of properties. Annually reviews
changes of Florida Statutes. Drafts ordinances and amendments to the Land Development Code. Provides
guidance and direction to technical staff in order to effectively and efficiently serve all stakeholders. Prepares
maps and presentations. Gives presentations at monthly meetings of the Planning and Zoning Commission,
Board of Adjustment, City Council, and the CRA Board. Assists, as needed, in all other areas of the Planning and
Development Services Division and the Community Development Department as assigned.
Knowledge, Skills, and Other Characteristics:
Knowledge of the principles, practices, and philosophies of urban planning.
Knowledge of applicable federal, state, and local laws, ordinances, statutes, regulations, rules, policies, and
procedures.
Knowledge of the construction and development industries.
Skill in reading and interpreting City planning and zoning regulations.
Skill in analyzing information and drawing valid conclusions.
Skill in developing and maintaining effective interpersonal relations.
Skill in interacting with people at all levels of the organization.
Skill in oral communications in one-on-one and group situations.
Skill in following oral and written instructions.
Skill in written communications for administrative and technical purposes.
Skill in operating computer hardware and software, and other standard office equipment.
Physical Requirements: Work involves a minimum of physical effort within an office environment. Occasional
driving required to locations within the City, County, and Tampa Bay region. Requires flexible hours for attendance
at City meetings and events. The job requires frequent fine manipulation, grasping, and repetitive motion of small
objects. On rare occasions may be required to lift and carry up to twenty-five (25) pounds.
Qualifications: Requires a bachelor's degree from an accredited college or university with a major in urban
planning, architecture, landscape architecture, engineering, public administration, or related field and three (3)
years progressively responsible experience in planning, zoning, and/or land use, or an equivalent combination of
education and experience. One (1) year of experience interpreting Florida Statutes preferred. Master's degree,
AICP certification, CFM certification, CRS experience, or GIS experience a plus. Employees are required to pass
the National Incident Management System (NIMS) training courses identified for their position and listed in the
most recent version of the NIMS Training Guide within one (1) year of placement into this position. Requires a
valid Florida driver license.
