The Paving Supervisor / Foreman is the frontline leader responsible for the efficient, safe, and quality execution of all asphalt paving, milling, and site preparation activities. You will directly manage the crew, equipment, and material logistics to ensure projects are completed to specifications, on schedule, and within budget.

Reports To: Operations Manager / Project Manager

Key Responsibilities1. Crew and Production Management

  • Manage all paving crew operations comprehensively, overseeing the performance and coordination of all phases: milling, paving, rolling, and compaction.
  • Schedule daily work for the crew, allocating personnel and equipment effectively to meet production targets and project deadlines.
  • Oversee the entire paving train, ensuring synchronized operation, and troubleshoot operational issues in real-time to maintain continuous production.
  • Manage all site logistics, including coordinating the timely arrival and flow of asphalt material, dump trucks, and heavy equipment.

2. Quality, Grade, and Safety Control

  • Oversee asphalt temperature, mat depth, and compaction quality utilizing strong asphalt QC knowledge to ensure materials meet project specifications.
  • Set up and maintain grade control systems (string lines, sonic tracers, GPS/3D systems) and ensure all crew members adhere to these settings for depth consistency.
  • Lead daily Job Safety Analysis (JSA) and safety meetings; enforce the company's zero-incident safety culture and maintain strict OSHA compliance on the job site.
  • Ensure all work adheres to applicable DOT (Department of Transportation) or municipal specifications where required.
  • Complete pre-shift inspections (DVIRs/E-logs) for all equipment.

3. Reporting, Communication, and Administration

  • Communicate effectively with key stakeholders, including truck drivers, asphalt plant operators, and inspectors.
  • Complete daily logs, tonnage reports, and all jobsite documentation accurately and timely for Project Manager cost tracking and billing.
  • Report daily production, safety, and logistical issues directly to the Operations Manager/Project Manager.
  • Serve as the primary on-site contact for clients and general contractors, managing field changes and communicating progress or delays.

Required Qualifications

  • Experience: Minimum of 5 years of hands-on paving experience, with at least 3 years specifically as a Paving Foreman or Supervisor managing commercial or highway asphalt crews.
  • Technical Mastery: Expert knowledge of asphalt paving techniques, including milling, joint construction, compaction requirements, and material properties.
  • Logistics & Planning: Strong scheduling and coordination skills to manage material delivery and equipment synchronization for continuous paving.
  • Certification: OSHA 30-hour Construction certification (or ability to obtain within 90 days).
  • Software Proficiency: Experience using construction software (e.g., tablets/apps) for daily reporting, time cards, and documentation.

Key Competencies

  • Leadership: Proven ability to lead, manage, train, and motivate crews effectively while holding them accountable for safety and quality.
  • DOT and OSHA Compliance: Deep understanding of regulatory requirements and a history of maintaining safe, compliant job sites.
  • Asphalt QC Knowledge: Expert knowledge in testing and control of asphalt mix, temperature, laydown, and density to achieve project specifications.
  • Grade Control: Expert level grade and slope awareness and proficiency in setting up automated machine control systems.
  • Problem-Solving: Ability to quickly resolve complex field challenges (e.g., utility conflicts, weather delays, equipment breakdowns).
