Position Summary:

The Treasury Manager is responsible for managing and monitoring the District's daily cash management transactions, ensuring liquidity, and preparing accurate cash flow projections. This position oversees treasury operations for the school district, including borrowing, investments, collateral programs, and bank relationships. The Treasury Manager also plays a critical role in audit readiness, ensuring that the District's cash management, treasury controls, and financial records are prepared for federal, state, and independent audits.

Essential Functions:

  • Performs daily school district cash management and forecasting activities.
  • Monitors and manages the District's daily cash position and liquidity needs.
  • Determines daily cash balances available for investment and executes short-term investment transactions.
  • Anticipates short-term borrowing needs, develops recommendations, and communicates requirements to the Chief Financial Officer.
  • Manages, maintains, and administers bank relationships; prepares and reports banking information and performance scorecards.
  • Recommends and implement improvements to treasury processes, cash management controls, and reporting.
  • Ensures compliance with state statutes, federal regulations, and Board-approved policies governing cash transactions and treasury management.
  • Coordinates collateral programs, risk management controls, and adherence to state collateralization requirements.
  • Gathers, interprets, and prepares detailed cash flow projections for operational and capital needs.
  • Acts as an expert advisor on treasury and banking matters for the District.
  • Overseas timely posting, filing, and reconciliation of cash receipts and transactions; ensures accuracy of general ledger interfaces.
  • Tracks and resolves payment exceptions and ensures compliance with vendor payment timelines.
  • Provides audit support by preparing schedules, reconciliations, and supporting documentation for federal (Uniform Guidance), state (DESE, Missouri statutes), and independent financial statement audits.
  • Ensures audit readiness through strong internal controls, accurate records, and documentation retention.
  • Trains finance staff on treasury systems, policies, and compliance requirements.
  • Performs special assignments as directed by the Chief Financial Officer.

Knowledge, Skills, and Abilities:

  • Strong knowledge of treasury and cash management operations in a public-sector or school district environment.
  • Expertise in cash flow forecasting, liquidity management, and investment practices compliant with state and local regulations.
  • Understanding of federal, state, and independent audit processes, including preparation of supporting schedules, reconciliations, and compliance documentation.
  • Knowledge of Uniform Guidance (2 CFR 200) for federal grants management and related cash handling requirements.
  • Familiarity with Missouri DESE financial reporting and audit standards (or equivalent state education department requirements).
  • Ability to develop and maintain internal controls that mitigate financial risk and ensure compliance with audit standards.
  • Proficiency in financial systems (e.g., ERP/Business Plus or equivalent) and treasury/banking platforms.
  • Strong analytical, problem-solving, and organizational skills.
  • Excellent communication skills with the ability to present technical financial information clearly to auditors, Board members, and non-financial stakeholders.
  • Demonstrated ability to work collaboratively across departments and with external partners, including auditors, banks, and regulatory agencies.
  • Commitment to integrity, accuracy, transparency, and accountability in managing public funds.

Experience:

  • Minimum 4-6 years of relevant experience in Finance and familiarity with Treasury Operations

Education:

  • Bachelor's degree in Finance or related field (required)
  • Master of Business Administration (preferred)

Physical Requirements:

  • Must be physically able to operate a motor vehicle
  • Must be able to exert up to 10 pounds of force occasionally, and/or a negligible amount of force constantly to lift, carry, push, and pull or otherwise move objects, including the human body
  • Light work usually requires walking or standing to a significant degree

Working Conditions and Environment:

  • Work is routinely performed in a typical interior/office environment
  • Very limited or no exposure to physical risk
