There are four precincts in Harris County. The four elected commissioners, along with an elected county judge, serve as members of Harris County Commissioners Court, the administrative head of the county's government. Commissioner Rodney Ellis represents the constituents of Precinct One.

With approximately 1.17 million residents, Harris County Precinct One is a diverse, urban precinct that covers 363 square miles. Precinct One's multi-racial, multi-ethnic population is roughly 33 percent African American, 38 percent Latino, 21 percent Anglo, 6 percent Asian and 2 percent other or multiple races.Precinct One stretches south to Brazoria County and reaches into eastern and northern sections of Harris County. The Precinct's territory includes a large section of Downtown Houston, including the Downtown Harris County Courthouse Complex, Toyota Center, Minute Maid Park and the BBVA Compass Stadium. Other notable landmarks include the 263-acre NRG Park Complex and the renowned Texas Medical Center. The Precinct is also the higher educational home to Houston Community College, Rice University, Texas Southern University, the University of Houston and the University of St. Thomas. Precinct One manages more than 21 parks, 10 community centers, numerous hike-and-bike trails, three maintenance service centers and several area offices, all of which provide an array of services to Precinct One residents.

What You Will Do At Precinct One
Harris County Precinct One is looking for a GIS Analyst

Essential Duties And Responsibilities

  • You will develop and maintain comprehensive Geographic Information Systems (GIS) data, including developing and editing GIS datasets, collecting and verifying field data, importing GIS data from various sources, troubleshooting data errors, and interpreting GIS data to resolve questions about infrastructure. Creates customized maps, reports, analyses, and applications to support data-driven decision making within the Development and Infrastructure (D&I) division of the Office of Commissioner Rodney Ellis.
  • You will research and compile information from a variety of sources to develop standardized data for incorporation into the GIS. Analyzes and interprets mapping data to verify accuracy and correct errors. Produce clear and informative maps, reports, and analyses using GIS and various database software. Converts data from one software platform to another.
  • The successful candidate will research and evaluate source data from a variety of institutions and agencies to expand and enhance the D&I data repository; manage the divisions' data repository and work across other County departments to collaborate on data management best practices.
  • Develops user-friendly applications and screen menus to support both GIS users and non-users by writing code, building interfaces, and creating how-to documentation and materials; works across a variety of teams to create mapping and data solutions to solve problems, collect data, and support data-driven decision making.
  • Develop and implement data topology methods and procedures; teach methods and procedures to other team members. Follow best planning practices, analyze conditions, develop recommendations, and draft memos/reports. Presents results to the public and agency stakeholders. Creates clear, accurate, and compelling maps, including online maps and printed maps.

Requirements
What you will bring to Precinct One
Education:

  • Bachelor's Degree in Geographic Information Science, Planning, Geography, Computer Science or closely related field of study from an accredited college or university.

OR:

  • Five (5) years of professional experience working with a comprehensive geographic information system may be substituted for the degree requirement on a year-for-year basis.
  • Proficiency in Microsoft software applications
  • Prior government, municipal/county public works experience

Knowledge, Skills, and Abilities:

  • Team player who can work across interdisciplinary teams to create mapping and data solutions for a variety of divisions
  • Strong communication, critical thinking, and attention to detail
  • Ability to work independently, prioritize tasks, and manage multiple projects simultaneously
  • Knowledge of geospatial data types, coordinate systems, projections, and cartographic principles.
  • Understanding of data accuracy, quality control, and industry standards like FGDC (Federal Geographic Data Committee) and OGC (Open Geospatial Consortium).
  • Proficiency in collecting, interpreting, and analyzing geospatial data to support projects and decision-making.
  • Skill in creating clear, accurate maps and visualizations to effectively communicate spatial information.
  • Strong analytical skills to solve technical issues in data handling, processing, and spatial analysis.
  • High accuracy and attention to detail in data entry, analysis, and map production.
  • Knowledge of best planning practices to analyze conditions, develop recommendations, and draft memos/reports to present findings.

Position Type and Typical Hours of Work:

  • Work hours for this position are typically 8-hours, 5 days per week with occasional after-hours and/or weekend work. For emergency events, additional work hours are expected and may include up to 24-hour shifts and 7-day work weeks.

Work Environment and Physical Demands:

  • This position includes standard office work which may require remaining stationary and working at a computer workstation for extended periods of time. At times files or boxes must be transported weighing up to 15lbs. It also includes fieldwork which may require driving to and walking through active job sites and/or undeveloped areas containing uneven and sloped surfaces.
  • This role is a standard office role that requires remaining stationary for long periods.
