the state's economic development agency, is currently hiring a Senior Business/Systems Analyst (Information Systems Specialist 7). This position is responsible for providing technical system analysis and direction to IT projects that deliver business services and capabilities for the agency. This includes being well-versed in application administration, emerging technologies and being proactive in recommending new technologies to optimize business processes.
Note: We are committed to fostering a supportive work environment that promotes work-life balance and flexibility. This hybrid role offers remote work options, with the expectation of occasional in-office presence as needed to support business operations in the Salem office.
What you will do:
- Understand the primary business functions of the agency and individual business units. Understand business and technology needs and strategic direction in conjunction with identifying initiatives to meet program and agency goals.
- Accurately and concisely determine and write business requirements and system specifications. Translate conceptual user requirements into functional requirements in a clear manner that is comprehensible to stakeholders and project team members.
- Analyze whether business requirements have been met in existing software, need enhancement, or new technologies to support the business need.
- Create and recommend system implementation plans.
- Assesses agency technology needs and makes platform and solution recommendations.
- Develops and coordinates testing of enhancements in systems, as well as new systems.
- Work with subject matter experts, project teams, and agency staff to create process models, specifications, diagrams, and charts to provide direction or suggestions for improvement.
- Participates in projects that introduce new software, technology or implement new business requirements.
The ideal candidate will possess a combination of some or all the following skills:
- Experience leading large scale, multi-phase initiatives. Working with structured project delivery frameworks and maintaining continuity across phases or releases.
- Experience leading end to end requirements efforts including advanced eliciting requirements elicitation from multiple stakeholder groups using structured techniques (e.g., workshops, interviews, process mapping).
- Documenting requirements in formal artifacts (BRDs, FRDs, user stores, acceptance criteria) as well as managing requirements through change, validation, and approval.
- Experience working on systems with integrations, shared data, or cross-system dependencies. Demonstrated ability to analyze upstream/downstream impacts of proposed changes and documented data flows, interfaces, or cross-system requirements.
- Experience conducting structured analysis (gap analysis, options analysis, impact analysis) and presenting findings and recommendations to support decision making and clearly articulated assumptions, risks and constraints.
- Hands on experience supporting system testing and validation including developing or validating test cases, analyzing test results and using SQL or similar tools to validate data, troubleshoot issues or support testing activities.

OR
(b) An Associate's degree in Computer Science, Information Technology, or related field, OR completion of a two (2) year accredited vocational training program in information technology or related field;
AND
four (4) years of information systems experience OR
(c) A Bachelor's degree in Information Technology, Computer Science, or related field
AND
two (2) years of information systems experience OR
(d) Master's degree in Information Technology, Computer Science, or related field may substitute for all of the above.
