Job Summary:

Under the direction of the Investigations Program Manager, the Investigator Senior is responsible for the critical public/animal health protection duties related to the agency's complaint/investigation process.

This includes the primary role of processing complaints against veterinarians, Certified Veterinary Technicians, and unlicensed practitioners and managing investigative cases from initial investigation through final disposition.

The Investigator Senior will be responsible for ensuring compliance with Open Meeting law requirements such as creating/posting agendas and meeting minutes.

The Investigator Senior also serves as the point of contact for the public and licensees regarding the complaint/investigation process and fulfills related public record requests.

Job Duties:

  • As directed by and in coordination with the Investigations Program Manager, fulfills the responsibilities of processing and managing complaints/investigations. Obtains information from complainants, subject of complaints, witnesses, and consulting veterinarians as appropriate related to cases alleging unprofessional conduct, ethical violations, and competency to practice concerns for veterinarians and Certified Veterinary Technicians. Prepares complex analytical reports from the case file materials to present to the Board and Investigative Committee. Prepares notices related to Board and Investigative Committee meetings and findings of each, including for Informal Interviews and Formal Hearings. Prepares draft Board Orders/Consent Agreement for review by the Executive Director. May periodically conduct premises inspections to assist with the licensing process needs of the agency and/or as needed to augment complaint investigations (may involve statewide travel)

  • Assists the Investigations Program Manager with the Investigative Committee (IC) process, including the recruitment/appointment/terms of volunteer committee members and ensuring they are appropriately onboarded to State service, including training. Creates an annual calendar of meetings, reserves meeting rooms, and coordinates with other Board staff regarding security guard needs. With the Investigations Program Manger, prepares and posts IC meeting agendas and prepares "front loads" for the IC's review prior to meetings. Responsible for setting up and facilitating IC meetings and ensuring that IT, phone, and audio recording needs are met. Creates Board and Committee minutes

  • Serves as the primary point of contact for the public and licensees regarding the complaint process. Ensures that public record requests are appropriately filled and complies with agency and State record retention schedules/policies to maintain/destroy Investigations records as required. Maintains Investigator position procedures notebook and assists with the developments of division policies and procedures

Knowledge, Skills & Abilities (KSAs):

Knowledge:

  • Knowledge of general U.S. DEA regulations as applicable to veterinary medicine and types of controlled substances

  • Understanding of the practice of veterinary medicine, including specific treatments, medications, procedures

  • Arizona Revised Statutes & Administrative Rules pertaining to the agency, including open meeting laws

  • Techniques for writing investigative reports and conducting investigations/interviews/inspections

  • Veterinary medical terminology and in depth knowledge of veterinary medical record keeping

  • ypical professional office procedures

  • Project management techniques

Skills:

  • Highly developed written and oral communication skills, especially related to developing complex medical investigative case reports & Board Orders and communicating in a diplomatic and professional manner with complainants/Respondents and members of the public

  • Skill in organizing all aspects of scheduling and facilitating public meetings, including creation of agenda/meeting notices/minutes and coordination of committee volunteers

  • Highly developed organizational skills related to problem solving and multi-tasking of high-volume cases and other duties

  • Computer/software program skills (Word, Google docs, Google Drive/gmail, Excel/Sheets, etc.)

  • Analytical skills to review and interpret complex medical records and oral testimony

  • Independent working skills

Ability:

  • Ability to extract and utilize facts from a variety of sources and apply the relevant statutes/rules to prepare clear, concise, and accurate reports and legal documents in a timely manner

  • Ability to successfully meet the needs of a high volume division while balancing multiple projects/tasks by prioritizing, planning, and coordinating with the team

  • Ability to maintain confidentiality of medical records, complaints, and other confidential circumstances

  • Ability to learn and accurately utilize the agency's database/licensing/complaint tracking systems

  • Ability to work in a highly professional team environment and assist others as needed

  • Ability to interpret the statutes/rules that apply to the Board and apply them to cases

  • Ability to listen to audio recordings of meetings and create meeting minutes

  • Ability to react calmly and professionally to emotional people and situations

Preferred Preference(s):

  • Certified Veterinary Technician (CVT) certification or veterinary licensure or AA or Bachelor's degree or higher in a related field

Pre-Employment Requirements:
